नौकरियों के बढ़ेंगे अवसर DIGITAL INDIA एजुकेशन से



केंद्र सरकार द्वारा 1 जुलाई को शुरू किए गए डिजिटल इंडिया प्रोग्राम का अहम हिस्सा एजुकेशन है। पंचायत स्तर तक इंटरनेट सेवाएं और ग्रामीण क्षेत्रों में डिजिटल एजुकेशन की शुरुआत से सभी तबके के युवाओं के लिए शिक्षा सुलभ होगी। साथ ही, देश के एजुकेशन सिस्टम शिक्षकों की कमी और गुणवत्तापूर्ण शिक्षा की समस्या आदि से भी निबटने में भी सहूलियत होगी।
प्रोग्राम के अलग-अलग कंपोनेंट से अगले दस वर्षों में 18 लाख नई नौकरियां पैदा होने का भी अनुमान है। यानी सही तरीके से लागू किया जाए तो डिजिटल इंडिया युवाओं को स्तरीय शिक्षा से लेकर रोजगार दिलाने तक में मददगार हो सकता है। लेकिन इसमें कई मुश्किलें भी हैं।


दुनिया से पीछे वर्ष 1947 में आजादी मिलने के बाद से शिक्षा क्षेत्र में भारत ने काफी प्रगति की है, लेकिन शिक्षा की गुणवत्ता का स्तर अब भी काफी कमजोर है। केवल 10 फीसदी छात्र ही उच्च शिक्षण संस्थानों में पढ़ते हैं।
कम साक्षरता: आजादी के समय देश की केवल 12 फीसदी आबादी साक्षर थी जो 2011 में 74 फीसदी हो गई, लेकिन 84 फीसदी के वैश्विक औसत से भारत अब भी काफी पीछे है।
एनरॉलमेंट और ड्रॉपआउट : सर्वशिक्षा अभियान जैसे समूह को लक्ष्य कर बनाई गई योजनाओं से प्राइमरी स्तर पर एनरॉलमेंट रेशो सौ फीसदी के करीब पहुंच चुका है, लेकिन ड्रॉपआउट रेट ज्यादा होने के चलते 57 फीसदी छात्र ही प्राइमरी एजुकेशन और 10 फीसदी सेकंडरी एजुकेशन पूरी करते हैं। उच्च शिक्षा में एनरॉलमेंट पिछले 40 वर्षों में 12 गुना बढ़ा है, लेकिन बाकी दुनिया से भारत काफी पीछे है।
युवा आबादी: देश की 60 करोड़ से ज्यादा आबादी युवा है और वर्ष 2020 तक चीन को पीछे छोड़ भारत दुनिया में सबसे ज्यादा युवा आबादी वाला देश बन जाएगा, जबकि 2030 तक 59 करोड़ आबादी शहरों में रहने लगेगी। इससे शिक्षण संस्थानों की मांग बढ़ेगी, लेकिन मौजूदा इंफ्रास्ट्रक्चर के आधार पर इसे पूरा करना असंभव है।
पुराने लर्निंग टूल्स: देश में शिक्षा के हर स्तर पर लर्निंग के पुराने पैटर्न और टूल्स इस्तेमाल हो रहे हैं। तकनीक के इस्तेमाल में हम काफी पीछे हैं। इसके चलते परंपरागत शिक्षा को वोकेशनल एजुकेशन से जोड़ना मुश्किल हो रहा है।
फायदा:
आसान और सस्ती होगी शिक्षा डिजिटल एजुकेशन की मदद से छात्र घर बैठे अपने मनपसंद संस्थान से कोर्स कर सकते हैं और उन्हें सर्वश्रेष्ठ शिक्षकों का मार्गदर्शन भी मिल सकेगा। उन्हें इसके लिए पैसे भी कम खर्च करने होंगे। 
सर्वसुलभ होगी शिक्षा: तमाम कोशिशों के बावजूद देश में 3.3 फीसदी बच्चे प्राइमरी स्कूलों से बाहर हैं। वहीं नेशनल काउंसिल ऑफ अप्लायड इकोनॉमिक रिसर्च के अनुसार देश की 10 फीसदी युवा आबादी की पहुंच ही उच्च शिक्षण संस्थानों तक है। विकास की मौजूदा रफ्तार बनी रहे तो वर्ष 2020 तक 10 करोड़ छात्र उच्च शिक्षण संस्थानों से बाहर होंगे।
क्वालिटी एजुकेशन: इंफ्रास्ट्रक्चर की कमी और अन्य समस्याओं के चलते शिक्षा की गुणवत्ता पर असर पड़ता है और छात्रों के लर्निंग के स्तर में लगातार गिरावट आ रही है। 7 साल की उम्र के 50 फीसदी बच्चे शब्द नहीं पहचानते जबकि 14 साल तक की उम्र के करीब इतने ही बच्चे गणित के सामान्य सवाल भी हल नहीं कर सकते।
जॉब के लिए ज्यादा तैयार: देश में हर साल करीब 15 लाख इंजीनियर और 3.5 लाख मैनेजमेंट ग्रेजुएट तैयार होते हैं, लेकिन एंप्लॉयमेंट-आेरियंटेड शिक्षा के अभाव में 25 फीसदी छात्र ही नौकरी के लायक होते हैं। सामान्य ग्रेजुएट्स के मामले में यह आंकड़ा केवल 15 फीसदी है। डिजिटल माध्यम के जरिये वोकेशनल ट्रेनिंग का विस्तार कर छात्रों को नौकरी के लिए बेहतर तैयार किया जा सकता है।
शिक्षकों की कमी से निजात: देशभर के करीब 14 लाख स्कूलों में शिक्षकों के नौ लाख से ज्यादा पद खाली हैं। उच्च शिक्षण संस्थानों में हालात और भी खराब हैं। केंद्रीय विश्वविद्यालयों में 38 फीसदी, आईआईएम संस्थानों में 25 फीसदी और आईआईटीज़ में 39 फीसदी शिक्षक कम हैं।
इंटरनेट की पहुंच: इंटरनेट का इस्तेमाल करने वाले उपभोक्ताओं की संख्या के आधार पर भारत का दुनिया में चीन और अमेरिका के बाद तीसरा स्थान है, लेकिन 2014 के अंत तक देश की केवल 19.19 फीसदी आबादी ही इंटरनेट से जुड़ी थी।
स्पीड: इंटरनेट की स्पीड भी एक बड़ा मुद्दा है। टेलीकॉम कंपनियों के पास स्पेक्ट्रम की कमी के कारण वॉयस कॉलिंग में समस्याएं आती हैं, ऐसे हालत में डाटा ट्रांसफर के लिए 5 एमबीपीएस का वैश्विक औसत हासिल करना भी अभी दूर की कौड़ी है। अमेरिका में तो ब्रॉडबैंड के लिए 25 एमबीपीएस स्पीड अनिवार्य करने की मांग हो रही है।
रूरल- अर्बन डिवाइड: शिक्षा व्यवस्था में बदलाव की ज्यादा जरूरत ग्रामीण क्षेत्रों में है, लेकिन गांवों में डिजिटल इंफ्रास्ट्रक्चर शहरों के मुकाबले काफी कमजोर है। यही कारण है कि देश में इंटरनेट का उपयोग करने वाली गरीब 23 फीसदी आबादी ही ग्रामीण क्षेत्रों से है। देशभर में आधारभूत संरचनाओं के समान विकास से ही इस फर्क को कम किया जा सकता है।
समस्याएं: इंटरनेट की पहुंच और स्पीड हैं बड़े मुद्दे डिजिटल इंडिया के तहत वर्ष 2020 तक देशभर में 60 करोड़ ब्रॉडबैंड कनेक्शन और ग्रामीण क्षेत्रों में 100 फीसदी टेली डेंसिटी का लक्ष्य निर्धारित किया गया है। यह देश की शिक्षा व्यवस्था को बेहतर बनाने में महत्वपूर्ण भूमिका निभा सकता है, लेकिन इसमें कई चुनौतियां भी हैं।
एजुकेशन इन इंडिया: फैक्ट्स एंडफिगर्स 5.9 ट्रिलियन रुपए की हो जाएगी देश की एजुकेशन इंडस्ट्री 2015 के अंत तक। 14 लाख से ज्यादा स्कूल और करीब 35 हजार उच्च शिक्षण संस्थान हैं देश में। 30 फीसदी एनरॉलमेंट रेशो का लक्ष्य निर्धारित किया गया है उच्च शिक्षा संस्थानों में 2020 तक।

Electropreneur Park’ – a joint initiative by STPI and IESA to promote electronics startups


Software Technology Parks Of India (STPI) has partnered India Electronics and Semiconductor Association (IESA) to set up an ‘Electropreneur Park’, aimed at supporting 50 startups working on electronics product designing and development over the next five years.



The initiative, which has a corpus of Rs 22 crore, will focus on IP creation and product development to increase value addition to domestic manufacturing of electronic items like smartphones, smart meters, micro ATMs and set top boxes.
“Under the programme, we will select the best 10 early stage entrepreneurs in ESDM across the country, based on the merit of the project submission and will support them in R&D to accelerate electronics innovation,” STPI Director General Omkar Rai told PTI. The initiative is a subset of the government’s ‘Make in India’ mission, aligned with entrepreneurial and innovation focus, he added.
“The initiative will identify the 10 most promising ideas/startups in the ESDM space every year and incubate them, with the required nurturing and help them to secure IP for their innovation,” Former Chairman of IESA and Member (Project Management Group) at Electropreneur Park Ashok Chandak said.
This will also bring a start-up revolution in the ESDM space for the first time, with major contributions towards design and component ecosystem, which will strengthen India’s pitch in the electronics manufacturing space, he added.
According to PTI, selected entrepreneurs will be offered laboratories as per international standard, ESDM mentorship by industry veterans and academicians as well as facilities like tax, legal, finance, accounting and patent search.
The Park will also facilitate seed funding for the ventures. The demand for electronics hardware in the country is projected to increase from USD 45 billion in 2009 to USD 400 billion by 2020.
“The growing convergence of information, communication, and entertainment has given a new impetus to demand for electronics hardware. The industry is estimated to create over 27.8 million new jobs and drive USD 15 billion investment to this sector over the next decade,” Chandak said.

Digital India Week: STPI directs IT firms to screen Modi's speech

Ahead of the Digital India week, Software Technology Parks of India (STPI) has issued a directive to all major IT firms in Bangalore, instructing them to screen the event and watch Prime Minister Modi's speech without fail.

As per the STPI directive, all the software companies must make arrangements for the broadcast of the Digital India Initiative programme to be held on July 1, 2015 at the IG Stadium in New Delhi.

Senior director of STPI, Devyesh Tyagi has also asked the IT employees to give a feedback after watching the programme, as per an Indian Express report.

Besides this, the CEOs and nodal officers of the IT firms have been asked to participate in the programme at the IG Stadium .

The software companies have also been directed to advertise the event on their websites.

CHENNAI: Many CEOs of IT firms in Tamil Nadu will take part in the 'Digital India Week' celebrations to be inaugurated by Prime Minister Narendra Modi at Indira Gandhi Stadium in New Delhi on Wednesday.

Software Technology Parks of India (STPI) Chennai director, Sanjay Tyagi said some 300 CEOs in the state had been sent invitations to participate in the event and about 10 have confirmed their participation. Digital India is an initiative of the department of electronics and information technology, aimed at transforming India into a digitally empowered society and knowledge economy. STPI is the nodal agency for organizing the one-week celebration across the country. The agency will organize state-wide awareness programmes at their sub centres and registered IT and ITES companies on July 5 and 6 to mark the event. Tyagi said 100 nodal officers had been nominated by IT firms to create an awareness on the digital India initiative. Moreover, 110 IT firms in the state would do live webcast of Prime Minister's event on July 1.

Digital India week seeks to inform, educate and engage citizens through organization of events at large number of digital points of presence like post offices, industries, schools, gram panchayats and connect all netizens through digital media campaigns and events so that vision, services and benefits of the programmes could be conveyed to the masses. This will help popularise and expand the reach of existing e-services, plan and launch new services as well as educate citizens on functional digital literacy, cyber security, cyber hygiene and ensure better utilization of digital infrastructure.

CHENNAI: The Software Technology Parks of India, an arm of the Central government’s Department of Information Technology, is set to take full advantage of Wednesday’s launch of the Digital India Week to push a host of initiatives in the State, one of which will be an e-waste collection drive among its 450-odd member companies.

According to STPI Tamil Nadu & Puducherry’s director Sanjay Tyagi, the Digital India Week, which is to be kick started by Prime Minister Narendra Modi on Wednesday, will see a host of events conducted in the State. Among them is a e-waste collection drive among companies that come under the STPI’s umbrella.

“We have over 450 companies under our umbrella in the State, including most of the big ones. And we thought a good initiative to push during the week would be instituting a system of e-waste collection,” Tyagi told Express. The process will involve dedicated bins for e-waste placed in all of STPI’s companies from Wednesday. The collected e-waste will be processed by Hewlett Packard, according to Tyagi.

India, according to United Nations reports, generates over 1.7 million tonnes of electronic waste per annum. And Tamil Nadu is the second most prolific generator of e-waste in the country - comprising more than 15 per cent of the quantum, beaten only by Maharashtra.

Cadmium, mercury, palladium, arsenic and a host of other heavy metals form the most dangerous components of e-waste. “These are highly accumulative and stay in the body and the environment, even if the amounts are minute. They are dangerous,” said Nityanand Jayaraman, noted environment activist.

“For people who handle the stuff, from mining to manufacture to disposal, these are incredibly dangerous. The drive is a good thing,” he added. However, e-waste management and collections are only temporary interventions. According to activists like Jayaraman, it is the very manufacture that leads to the issues. “There needs to be extended producer responsibility and other policies, where the manufacturer is made responsible for the proper disposal of the waste,” said Jayaraman. “The best way would be not to manufacture or utilise these substances.”

Apart from E-waste collection, the Digital India Week will see other events at the STPI HQ in Chennai and sub-centres like Madurai, Coimbatore and Tiruchy.

Digital India Week is a Central government initiative to increase and better utilise Information Technology in the country, from e-governance to literacy.

About 10 to 15 start-up companies can start their operation with plug and play facilities to be provided at the complex

The Software Technology Parks of India (STPI), a society under the Union ministry of Communications and Information Technology, will start an incubation facility at Balasore spreading over 5000 square feet (sq ft).

To kickstart the operation at Balasore, STPI has set up a temporary incubation facility at NOCCi Business Park. This will be inaugurated on July 4 coinciding with the observation of Digital India week, said Manas Ranjan Panda, Director, STPI Bhubaneswar.

About 10 to 15 start-up companies can start their operation with plug and play facilities to be provided at the complex. The IT (information technology) and ESDM (electronic system design and manufacturing) units can operate from the facility, he added.

State IT minister Pranab Prakash Das, Omkar Rai, director general, STPI and Vishal Dev, chairman cum managing director, Odisha Industrial Infrastructure Development Corporation (Idco) are slated to attend the event. The temporary facility will be operational till the Balasore STPI centre starts its full-fledged operation.

The Balasore STPI centre is planned to come up with 20,000 sq ft built-up area at an investment of Rs 10 crore at Bampada industrial estate. The STPI centre at coastal district would act as a resource centre for IT/ITes exporting units by offering general infrastructural facilities, ready to incubation space, high speed data communication(HSDC) with 100 per cent uninterrupted data connectivity and other amenities required for export of software and services.

Currently there are three operational STPI centres in the state at Bhubaneswar, Rourkela and Berhampur.

On July 5, Rai is also slated to inaugurate construction work for an additional incubation facility of 10,000 sq ft at Berhampur.

In a related development, the state government has approved the detailed project report (DPR) for an ESDM incubation centre for the start-up units in Bhubaneswar. The project, to cost about Rs 22 crore, will be set up over a period of five years.

As per the proposal, the funding of the project will be shared equally by the state government and the Centre while STPI will implement it.
About 40 start-ups in ESDM sector will be benefitted by the project. The incubation centre aims at achieving the objectives of the ESDM vision outlined in the National Policy on Electronics and other policies.

The funds will be invested for providing infrastructure facilities, testing labs and financing the ESDM start-ups for creating a complete ecosystem in the state.

STPI firms in Digital India initiative

Software Technology Parks of India (STPI), as a part of the Centre’s Digital India initiative, has said that 140 STPI member companies across Bengaluru, Mysuru, Mangaluru and Hubballi have confirmed participation. As a part of this, companies will inform, educate and engage with employees and other stakeholders around citizen empowerment, STPI officials said. Officials said that companies are deliberating ways in which existing services can be expanded as well as ways of popularising new services.

Broadband Highways

  • This covers three sub components, namely Broadband for All Rural, Broadband for All Urban and National Information Infrastructure.
  • Under Broadband for All Rural, 250 thousand village Panchayats would be covered by December, 2016. DoT will be the Nodal Department and the project cost is estimated to be approximately Rs. 32,000 Cr.
  • Under Broadband for All Urban, Virtual Network Operators would be leveraged for service delivery and communication infrastructure in new urban development and buildings would be mandated.
  • National Information Infrastructure would integrate the networks like SWAN, NKN and NOFN along with cloud enabled National and State Data Centres. It will also have provision for horizontal connectivity to 100, 50, 20 and 5 government offices/ service outlets at state, district, block and panchayat levels respectively. DeitY will be the nodal department and the project cost is estimated to be around Rs 15,686 Cr for implementation in 2 years and maintenance & support for 5 years.

Universal Access to Mobile Connectivity

  • The initiative is to focus on network penetration and fill the gaps in connectivity in the country.
  • All together 42,300 uncovered villages will be covered for providing universal mobile connectivity in the country.
  • DoT will be the nodal department and project cost will be around Rs 16,000 Cr during FY 2014-18.

Public Internet Access Programme

  • The two sub components of Public Internet Access Programme are Common Service Centres and Post Offices as multi-service centres.
  • Common Service Centres would be strengthened and its number would be increased from approximately 135,000 operational at present to 250,000 i.e. one CSC in each Gram Panchayat. CSCs would be made viable, multi-functional end-points for delivery of government and business services. DeitY would be the nodal department to implement the scheme.
  • A total of 150,000 Post Offices are proposed to be converted into multi service centres. Department of Posts would be the nodal department to implement this scheme.

e-Governance: Reforming Government through Technology

Government Business Process Re-engineering using IT to improve transactions is the most critical for transformation across government and therefore needs to be implemented by all ministries/ departments.
The guiding principles for reforming government through technology are:
  • Form simplification and field reduction – Forms should be made simple and user friendly and only minimum and necessary information should be collected.
  • Online applications, tracking of their status and interface between departments should be provided.
  • Use of online repositories e.g. school certificates, voter ID cards, etc. should be mandated so that citizens are not required to submit these documents in physical form.
  • Integration of services and platforms, e.g. UIDAI, Payment Gateway, Mobile Platform, Electronic Data Interchange (EDI) etc. should be mandated to facilitate integrated and interoperable service delivery to citizens and businesses.
Electronic Databases – all databases and information should be electronic and not manual.
Workflow Automation Inside Government – The workflow inside government departments and agencies should be automated to enable efficient government processes and also to allow visibility of these processes to the citizens.
Public Grievance Redressal - IT should be used to automate, respond and analyze data to identify and resolve persistent problems. These would be largely process improvements.

e-Kranti - Electronic Delivery of Services

There are 31 Mission Mode Projects under different stages of e-governance project lifecycle. Further, 10 new MMPs have been added to e-Kranti by the Apex Committee on National e-Governance Plan (NeGP) headed by the Cabinet Secretary in its meeting held on 18th March 2014.
Technology for Education – e-Education
  • All Schools will be connected with broadband.  Free wifi will be provided in all secondary and higher secondary schools (coverage would be around 250,000 schools). A programme on digital literacy would be taken up at the national level. MOOCs –Massive Online Open Courses shall be developed and leveraged for e-Education.
Technology for Health – e-Healthcare
  • E-Healthcare would cover online medical consultation, online medical records, online medicine supply, pan-India exchange for patient information. Pilots shall be undertaken in 2015 and full coverage would be provided in 3 years.
Technology for Farmers
  • This would facilitate farmers to get real time price information, online ordering of inputs and online cash, loan and relief payment with mobile banking.
Technology for Security
  • Mobile based emergency services and disaster related services would be provided to citizens on real time basis so as to take precautionary measures well in time and minimize loss of lives and properties.
Technology for Financial Inclusion
  • Financial Inclusion shall be strengthened using Mobile Banking, Micro-ATM program and CSCs/ Post Offices.
Technology for Justice
  • Interoperable Criminal Justice System shall be strengthened by leveraging e-Courts, e-Police, e-Jails and e-Prosecution.
Technology for Planning
  • National GIS Mission Mode Project would be implemented to facilitate GIS based decision making for project planning, conceptualization, design and development.
Technology for Cyber Security
  • National Cyber Security Co-ordination Center would be set up to ensure safe and secure cyber-space within the country.

Information for All

  • Open Data platform and online hosting of information & documents would facilitate open and easy access to information for citizens.
  • Government shall pro-actively engage through social media and web based platforms to inform citizens.MyGov.in has already been launched as a medium to exchange ideas/ suggestions with Government. It will facilitate 2-way communication between citizens and government.
  • Online messaging to citizens on special occasions/programs would be facilitated through emails and SMSes.
  • The above would largely utilise existing infrastructure and would need limited additional resources.

Electronics Manufacturing

Target NET ZERO Imports is a striking demonstration of intent.
This ambitious goal requires coordinated action on many fronts

There are many ongoing programs which will be fine-tuned.
Existing structures are inadequate to handle this goal and need strengthening.

IT for Jobs

  • 1 Cr students from smaller towns & villages will be trained for IT sector jobs over     5 years. DeitY would be the nodal department for this scheme.
  • BPOs would be set up in every north-eastern state to facilitate ICT enabled growth in these states. DeitY would be the nodal department for this scheme.
  • 3 lakh service delivery agents would be trained as part of skill development to run viable businesses delivering IT services. DeitY would be the nodal department for this scheme.
  • 5 lakh rural workforce would be trained by the Telecom Service Providers (TSPs) to cater to their own needs. Department of Telecom (DoT) would be the nodal department for this scheme.

Early Harvest Programmes

IT Platform for Messages
  • A Mass Messaging Application has been developed by DeitY that will cover elected representatives and all Government employees. 1.36 Cr mobiles and 22 Lakh emails are part of the database.
Government Greetings to be e-Greetings
  • Basket of e-Greetings templates have been made available. Crowd sourcing of          e-Greetings through MyGov platform has been ensured. E-Greetings portal has been made live on 14th  August 2014.
Biometric attendance
  • It will cover all Central Govt. Offices in Delhi and is already operational in DeitY and has been initiated in the Department of Urban Development. On-boarding has also started in other departments.
Wi-Fi in All Universities
  • All universities on the National Knowledge Network (NKN) shall be covered under this scheme. Ministry of HRD is the nodal ministry for implementing this scheme.
Secure Email within Government
  • Email would be the primary mode of communication.
  • Phase-I upgradation for 10 lakh employees has been completed. In Phase II, infrastructure would be further upgraded to cover 50 lakh employees by March 2015 at a cost of Rs 98 Cr. DeitY is the nodal department for this scheme.
Standardize Government Email Design
  • Standardised templates for Government email are under preparation and would be ready by October 2014. This would be implemented by DeitY.
Public Wi-fi hotspots
  • Cities with population of over 1 million and tourist centres would be provided with public wi-fi hotspots to promote digital cities. The scheme would be implemented by DoT and MoUD.
School Books to be eBooks
  • All books shall be converted into eBooks. Min. of HRD/ DeitY would be the nodal agencies for this scheme.
SMS based weather information, disaster alerts
  • SMS based weather information and disaster alerts would be provided. DeitY’s Mobile Seva Platform is already ready and available for this purpose. MoES (IMD) / MHA (NDMA) would be the nodal organizations for implementing this scheme.
National Portal for Lost & Found children

  • This would facilitate real time information gathering and sharing on the lost and found children and would go a long way to check crime and improve timely response.
  • DeitY/ DoWCD would be the nodal departments for this project.
