RBI sets up helpline for startups on fund-raising


MUMBAI: With startups raising funds from a variety of offshore sources, including individuals, private equity players and crowdsourcing, the RBI has set up a dedicated helpline for advice on cross-border remittances which are subject to guidelines issued under the foreign exchange management act.

Although businesses are supposed to know the law %before they raise capital, many of the startups are being promoted by very young and inexperienced individuals. Moreover, the amount raised by some of them run into only a few lakhs, making it difficult for them to hire %law firms.


The helpline is actually an email ID (helpstartup@rbi.org.in) through which RBI will respond to queries. The central bank said that it will offer guidance/assistance to them for undertaking cross-border transactions within the %ambit of the regulatory framework.


"While seeking guidance, the enterprises should provide complete information to the RBI and mention the specific issues on which they need guidance in relation to the Foreign Exchange Management regulations. This would enable the personnel attending the helpline to offer timely and effective information."


In his Independence Day speech, Prime Minister Narendra Modi had announced that government would take measures to promote startups in the country. Since then, the government has sought inputs from investors like SoftBank president Nikesh Arora and Snapdeal CEO Kunal Bahl and former Infosys director Mohandas Pai. The department of industrial policy and promotion had drawn up an action plan to address concerns of entrepreneurs. One of the issues raised was the cumbersome process in complying with the Foreign Exchange Management Act (FEMA) documentation.


Startups usually undertake a wide range of cross-border transactions including those related to investment. Cross-border transactions of resident Indians are subject to the regulatory regime provided by the Foreign Exchange Management Act, 1999.

Telecom Minister Ravi Shankar Prasad had said on December 11 in Parliament that Google's Loon could create technical glitches as it would interfere with cellular transmission


Global search giant Google’s Project Loon to provide internet across geographies comes across as an intriguing idea, especially as it is to be done using floating balloons. The idea caused more curiosity in India when Google Chief Executive Sundar Pichai said in a press meet on Wednesday that his company was bringing balloon-powered internet to India.

Earlier, Telecom Minister Ravi Shankar Prasad had on December 11 revealed in Parliament that Google’s Loon could create technical glitches as it would interfere with cellular transmission. The company then began talks with the government and it seemed the results were on Google’s side. More clarity emerged on Wednesday as Pichai and Marian Croak, vice-president of access strategy and emerging markets, reaffirmed that the “floating towers” would be launched in India soon. A positive response from the government, though, remains awaited.



Connecting India

Google wants to fully connect India, and there is a reason for this. India is the world’s second-most-populous country, next only to China. And, the country has a younger population when compared with China. With better internet penetration, a company like Google will be able to reach a wider mass of people.

To achieve this, Google launched RailWire Wifi in India in October, to provide free WiFi at 400 railway stations across the country, an approach different from Facebook’s Internet.org, which was later renamed Free Basic.

Google decided to further develop the internet connectivity in countries with poor connections through balloons. Under Project Loon, Google will use network of balloons travelling through stratosphere.

Examples

Google first launched Project Loon in New Zealand, and was later carried it to Brazil, Australia and recently Indonesia. According to Croak, who did not reveal much, the project, which is in the testing stage at present, has shown tremendous results; there is not much problem in cellular transmission and sharing the spectrum has solved many problems. She said they have talked about the issue with telecom around the world.

In Indonesia, the project was launched in partnership with three companies — Telkomsel, XL Axiata, and Indosat — said a Google employee who was involved with Project Loon in the country. Instead of buying a new spectrum there, they partnered with telecom companies and shared their existing spectrum. In India, too, the project would partner with telecom companies, Croak said.

Floating tower?

The Project Loon balloons will travel 20 km above the surface, in the stratosphere, through which airplanes also fly. A software will be installed in these balloons to determine the direction of these floating objects. The balloons will form a network and deliver signals using the LTE technology. It will catch signals and redistribute them, making internet available to even rural parts. According to Croak, these balloons will be able to provide high-speed internet, like 4G.

Google Vice President (Access Strategy and Emerging Markets) Marian Croak said the company is “passionate” about building and deploying new Internet infrastructure around the world : -

“One of the technologies that we have in our portfolio is Project Loon. It’s a project that we are working on with local telcos all across the world. “And we are testing these high altitude balloons which literally act as almost like floating cell towers… To connect people in hard to reach regions that are scarcely populated and we are working to hopefully bring Project Loon to India in rural communities that have very few people connected to the Internet,” she said.
Google, under its Project Loon, is using big balloons floating at a height of 20 kilometers above earth surface for transmission of Internet services. It has already tested this technology in New Zealand, California (the US) and Brazil. As per Google, each balloon can provide connectivity to a ground area about 40 kms in diameter using a wireless communications technology called LTE or 4G.

To use LTE or 4G, Project Loon partners with telecom companies to share cellular spectrum so that people will be able to access the Internet everywhere directly from their phones and other LTE-enabled devices. Google uses solar panel and wind to power electronic equipment in the balloon throughout the day.

VISAKHAPATNAM: Expressing the need to adopt Internet Protocol Version 6 (IPv6) on a priority basis, senior advisor from
APNIC (Asia-Pacific Network Information Centre) Australia, Srinivas Chendi said IPv6 is critical for all smart city and Digital India projects, which will depend on publicly routable IP addresses for monitoring and data collection.

Participating in a seminar on IPv6 awareness and IT security organised by Vizag Information Technology Association (VITA) in the city on Thursday, Chendi also offered to conduct a law enforcement agency workshop for police and judicial wings of the AP government as part of the community development of APNIC.

He said that ANPIC had conducted similar programmes for Delhi police and various agencies across the Asia Pacific.


VITA secretary Winston Adams urged all IT and ITeS member companies to consciously take measures on internet security to protect the intellectual property of their respective organisations. He requested Datasoft Comnet CEO Durga Prasad to coordinate with ANPIC Australia and organise a three-day certification workshop in the city.

Panaji: In a major boost to the state's information technology (IT) aspirations, the department of information and technology has finally heeded the call for a plug-n-play office space for startups. Having picked Udyog Bhavan in Panaji as the location for the initiative, the department has requested the Goa state infrastructure development corporation ( GSIDC) to design the office within three months.

Plug-n-play offices provide desk space with internet connectivity, power supply, and conference areas for meetings. In doing this, they fulfil an essential need for startups during their initial phases, when funding is scarce. The government will offer the service in the heart of the capital in a bid to handhold startups, which form a major chunk of the IT presence in the state.

"Software Technology Parks of India (STPI) will operate the facility and put in its own funds.
We hope to have the office ready within three months," director of information and technology, Shilpa Shinde, said. STPI is a statutory body and an internet and incubation service provider. Its key role is to incubate export-oriented startups.

Earlier in August, around 35 startup representatives met with the state's IT department to discuss this issue of a plug-n-play facility, besides other crucial matters such as seed funding and incentives for IT companies.

Initially, the department had identified buildings vacated by schools that moved to Cujira, as well as an office space occupied by a global business solutions company. It was even considering leasing the premises and subsequently offering it to STPI. Discussions, however, soon fizzled out, sources said. The government eventually zeroed in on the second floor of the Udyog Bhavan, which was earlier occupied by the department of mines and geology.

STPI will also operate an incubator for export startups on the premises. The launch of the incubator, expected in the last quarter of 2015-16, will take the number of government-aided incubators in Goa to four. Goa currently has two incubators - one at Verna and the other at Assagao - and another that is jointly-run by the department of industries, trade and commerce, and the Goa chamber of commerce and industry ( GCCI).

Software Technology Parks of India (STPI), an autonomous society under the Ministry of Communications and Information Technology, on Wednesday presented the Export Awards 2015 for IT, ITES, and electronic hardware companies under eight different categories.

The STPI IT Export Awards, which form part of the 18th edition of Karnataka’s premier IT summit Bengaluru ITE.biz, is given on performance parameters like consistency in exports, employment of women, and differently abled manpower employment for financial year 2014-15.

Besides 23 companies, STPI presented ‘IT Pride of Karnataka’ awards to 22 IT, ITeS, and electronic hardware companies that have embarked into the ‘Billion Club’ category (with exports exceeding Rs 1,000 crore).

Infosys has been recognised as the ‘IT Ratna of Karnataka’ for its consistent and outstanding performance in IT exports (exceeding Rs 10,000 crore), and for being the highest exporter and employer in Karnataka.

While the highest new jobs creator award in IT segment was bagged by CGI Information Systems & Management Consultants, the highest exports per employee — IT  was given to Qualcomm India. Chief guest K Kasturirangan, and guest of honour Kris Gopalakrishnan gave away the awards. Principal Secretary, Department of IT, BT and S&T V Manjula, IAS, Director General, Software Technology Parks of India (STPI) Omkar Rai, were also present.

Bhubaneswar: Days after union Petroleum Minister Dharmendra Pradhan urged IT Minister Ravi Shankar Prasad to accord approval for four STPI projects in Odisha, the centre has granted its final approval for the projects, said sources in the state government.

Dharmendra Pradhan on Thursday requested Prasad to accord approval for four new Software Technology Parks of India (STPI) in Odisha.




The state of Odisha has got a rich talent pool in the Information Technology sector. In fact, the State has developed as an education hub of Eastern India, with a number of engineering colleges engaged in imparting education and skill development in the region, noted Pradhan while pleading for the STPIs.

Presently, there are three STPIs already operating in Odisha and one is about to be commissioned. Feasibility report with respect to the establishment of STPIs of four locations, namely, Angul, Sambalpur, Jajpur and Jeypore (Koraput) have been submitted for the final approval to the Ministry of Communication and Information Technology, he said.

Railway Minister Shri Suresh Prabhu Launches Three IT Initiatives Developed by CRIS

The Minister of Railways, Shri Suresh Prabhakar Prabhu today launched the following IT initiatives developed by Centre for Railway Information Systems (CRIS) (the IT arm of Ministry of Railways using remote control by organising Video-Conferencing between, Rail Bhawan and New Delhi Station.

1. Paperless Unreserved Ticketing through Mobile Phone between New Delhi – Palwal Section (NR) 

2. Currency Coin cum Card operated Automatic Ticket Vending Machines at New Delhi Railway Station

3. Mobile Application for Freight Operations (PARICHAALAN)

Chairman, Railway Board, Shri A.K. Mital, Shri Kundan Sinha, Member Traffic, Railway Board, Shri Jamshed, Additional Member (IT), Mrs. Vandana Nanda, Managing Director, CRIS, Board Members and senior officials of Railway Board and CRIS were among those present on the occasion in the Rail Bhawan. At New Delhi Station end, Minister of Science and Technology and Earth Sciences Dr. Harsh Vardhan and Member of Parliament (Lok Sabha) Ms. Meenakshi Lekhi, New Delhi constituency.

Speaking on the occasion, the Minister of Railways Shri Suresh Prabhu said that he is happy to launch various new initiatives, especially IT related initiatives, which are directed towards improving passenger and customer services on Indian Railways. The IT applications which have been inaugurated today are an indication that Indian Railways is constantly moving towards e-Governance. As you are aware, in the recent past we have launched a number of such IT initiatives which were also part of my Budget announcements. Hon’ble Prime Minister’s vision of Digital India is also our guiding force in Indian Railways. The Minister said the IT initiatives being undertaken by Indian Railways are in line with the Digital India Programme. He said that the spirit of this programme is to work as broad umbrella for various initiatives undertaken to improve quality of life and create facilities for common people.

Shri Suresh Prabhu said that in April & June we had launched Paperless Unreserved Ticketing System for Chennai and Mumbai suburban sections. Today this has been launched for New Delhi-Palwal section of Northern Railway. This system shall now be proliferated to other important suburban sections of Eastern Railway, South Eastern Railway and South Central Railway shortly.

He said that Introduction of Coin-cum-Currency operated Ticketing Vending Machine is another step forward in ensuring that passengers get their tickets quickly under ‘Operation five minutes’ announced in Railway Budget. These ticket vending machines shall be installed at all the major stations in the country. 450 machines are being procured and installed by CRIS and shall be available at major stations during the next 3 months.

The Railway Minister said that the Freight Monitoring App named ‘Parichaalan’ is another development towards improving operating efficiency through improved Management Information System. This App shall greatly help the senior decision makers of Operating Department to plan freight operations on real time basis. After the initial experiment, this App shall be provided to other operating officers in the field.

Shri Suresh Prabhu said that very soon Monthly Season Ticket (MST) can also be purchased through mobile by the passengers in Mumbai and Chennai suburban Railway network. The Railway Minister also said that even the platform ticket will soon be made available through the mobile phone.

The Minister further stated that in last few months we have also launched many other initiatives including Complaint Management System with mobile application to facilitate obtaining suggestions and complaints from passengers. Many improvements have been brought about in e-ticketing segment especially automatic refund during cancellation of trains, development of Hindi e-ticketing portal and integration of customer services on single portal. SMS Alert System to inform passengers about arrival and departure of trains, all India helpline and Mobile App for woman security have also been launched recently in Mumbai & Kolkata.

Shri Suresh Prabhu said that it is also a matter of pride for us that all these applications are being developed by our own IT organization CRIS in consultation with nodal Directorates of Railway Board. This domain expertise and in-house specialization is unparalleled and these innovations are widely acclaimed to be the best in market.

The Railway Minister also announced that a Memorandum of Understanding will be signed shortly between Railways Department of CRIS and ISRO for using Geospatial Technology and satellite technology for various operations of Railways.

BRIEFS ABOUT VARIOUS IT INITIATIVES:

CASH/SMART CARD OPERATED TICKET VENDING MACHINE (CCOTVM)

Cash/Smart Card operated Ticket Vending machine (CCoTVM) is an unmanned self-operated kiosk which can be used by passengers themselves to buy unreserved tickets through Currency/Coins as well as smart cards. These kiosks have easy graphical interface for ticket transaction so that the user can operate these machines. The kiosk accepts currency/coin of all denominations of Rs 5 and above. The machine does not accept soiled/cut/ glued/taped/colored notes and accepts currency notes of Gandhi series. CCoTVMs will reduce queue length at existing ticket counters by providing an alternate unmanned ticketing solution and mode of payment. CCoTVMs have the following functionalities:-

1) Issue of non-concessional second class journey tickets for non-suburban section and second/first class journey/return tickets for suburban section.

2) Issue of Platform Tickets

3) Renewal of non-concessional season tickets.

4) Recharge of smart cards in denominations of Rs. 20/-, Rs. 50/-, Rs. 100/- and Rs. 500/-.

CCoTVM consists of:

1) Thin Client

2) Thermal Printer

3) Touch screen

4) RFID reader

5) Cash Validator with 15 notes escrow

6) Coin Validator with 10 coins escrow

7) The cash box has the capacity to hold 25,000 notes and 3,000 coins.

The basic difference between Automatic Ticket Vending Machine installed upto now and newly introduced CCoTVM is that ATVM can issue tickets through smart cards while CCoTVM can issue tickets using Cash (notes & coins) and smart cards. It can also be used for recharging these smart cards.

Security of CCoTVM:

The machine has two access doors, both at the front side of the machine and is equipped with mechanical & electronic locks. One door is used for maintenance activity by the service engineer. The second door is for accessing the cash box and is integrated with an alarm system. The alarm will go off whenever the door is opened by any unauthorized person. The machine has a cash box with electro mechanical lock at the bottom. Whenever the authorized supervisor wants to open the cash box to takeout shift cash, he/she will gain access to the machine by using a supervisory smart card. On keeping this smart card on the reader slot and pressing the Indian Railway logo on top right side of the screen, the supervisor's menu will appear on the screen. After entering the password, machine will print the Daily Trains Cash -cum-Summary Book (DTC) for accountal of the collected cash.

PAPERLESS UNRESERVED TICKETING MOBILE APPLICATION

To move forward in line with Digital India, Centre for Railway Information Systems (CRIS) has developed a paperless Unreserved Ticketing feature in Mobile Application “utsonmobile” both for Android and Windows platforms. This will eliminate the need for printing of Unreserved Tickets on ATVMs at the stations. User can download ‘App’ from Google Play Store or Window Store.

The application was rolled out as a pilot project between Chennai Egmore & Tambaram suburban Section of Southern Railway on 22.04.2015 and Churchgate-Dahanu Road suburban section of Western Railway on 08.07.2015. The application has now been implemented on complete suburban area of Chennai & Mumbai Western Railway suburban section which covers 125 stations over 295 kms distance. Presently, about 1600 tickets are being booked daily by the passengers through this application.

The application is now being implemented on the New Delhi-Palwal section of Northern Railway covering 11 stations over 57 kms distance. For paperless ticketing, GPS co-ordinates of railway tracks on the New Delhi-Palwal section, plus 20 meters on either side of the tracks have been earmarked as Geo-Fencing area within which no ticket booking is allowed in order to ensure that passengers have ticket before commencing the journey.

The application provides necessary on-screen alerts to guide the passenger during the booking process. Payment for the ticket is done through the "Railway Wallet” feature in the "App". After booking the ticket, the passenger will get the ticket confirmation screen which contains limited information of the ticket. The paperless journey ticket will be stored in the local mobile application database in the encrypted form which cannot be tampered with. Ticket booked in paperless mode cannot be cancelled in order to prevent claiming of refund after travel.

The ticket has distinct colour scheme everyday and it is embedded with Quick Response (QR) code. It cannot be forwarded to another mobile or edited or printed. The old invalid tickets will be removed from the mobile device through a sync feature in the ‘App’.

For the purpose of ticket checking, the application has various features such as colour scheme, show ticket features, secret code of the day, booking time of the ticket and scrolling of legend “IR UNRESERVED TICKETING”. In case of mobile in disconnected mode, it will be checked through QR Code.


PARICHAALAN, REAL TIME DECISION MAKING IN FREIGHT OPERATIONS

Freight operations on Indian Railways are monitored through various reports generated by FOIS. These MIS reports represent various facets of freight operations like rolling stock holding of wagons and locomotives, interchange of freight trains with neighbouring divisions/zones, loading details, current train running and terminal performance. These reports are tabular in design and are mostly static in nature.

‘Parichaalan’ is a mobile application conceptualized and developed by CRIS to make decision making on freight operations absolutely easy and user friendly. The application is a powerful tool as it not only represents data in a pictorial and graphical manner that is easily comprehensible but also makes the information dynamic and current in nature. Instead of focusing on post-mortems, Parichaalan moves operations management systems to a higher level of real time decision making.

‘Parichaalan’ overcomes all this by:

Providing mapped movement of freight trains- the first time ever on IR.

Providing powerful search tools-removing the need to sift through voluminous tabular data.

Providing effective Decision Support System-focusing on the right parameters

Use of powerful graphical interfaces-for easy comprehension of vital parameters of operations.

Providing an effective planning tool-predictive in nature for planning of movement and loading.

Providing a paperless tool- environment friendly leading to savings of a 1000 trees per annum.

Allowing for mobility of officials- Live updates and decision sharing through the app.

Allowing adequate time for officials- less stressful working environment.

Allowing for instant information retrieval across multiple pages through hyperlinks.

Cost saving in procurement of paper, printing and distribution

This app has the potential to earn carbon credits for IR and also can become a revenue generating tool by providing similar logistics solutions for IR customers like CIL, NTPC, SAIL, TISCO, FCI, Oil Co’s, Ports, etc.

The e-Office Framework: A Way Forward for the Government - Paperless office 



The need for paper is reduced by using online systems, such as replacing index cards with
databases, typed letters and faxes with email, and reference books with e-books. Another way to
reduce paper is to automate paper-based processes that rely on forms, applications and surveys to
capture and share data. This method is referred to as 'Enterprise Forms Automation' and is
typically accomplished by using existing print-perfect documents in electronic format to allow
for pre-filling of existing data, capturing data manually entered online by end-users, providing
secure methods to submit form data to processing systems, and digitally signing the electronic
documents without printing.
Another key aspect of the paperless office philosophy is the conversion of paper documents,
photos, engineering plans, microfiche and all the other paper based systems to digital documents.
Technologies that may be used for this include scanners, digital mail solutions, book copiers,
wide format scanners (for engineering drawings), microfiche scanners, fax to PDF conversion,
online post offices, multifunction printers and document management systems. Each of these
technologies uses software that converts the raster formats (bitmaps) in to other forms depending
on need. Generally, they involve some form of image compression technology that produces
smaller raster images or use Optical Character Recognition (OCR) to convert a document in to
text. A combination of OCR and raster is used to enable search ability while maintaining the
original form of the document. An important step in the paper-to-digital conversion is labeling
and cataloging scanned documents.
An issue faced in taking the paperless philosophy to the limit has been copyright laws. These laws
restrict the transfer of documents protected by copyright from one medium to another, such as
converting books to electronic format.

Promoting e-Governance - Sabka vikas MSTC ke saath

This is a year to reckon with for the Indian sub continent. Since last few years, a large number of initiatives have been undertaken by various State governments and Central Ministries to usher in an era of e-government, which have now actually started taking shape. The initiative had become imperative to bring in transparency & accountability. Sustained efforts have been made at multiple levels to improve the delivery of public services and simplify the process of accessing them. It is a proud moment for us to see e governance touching the lives of people of India in a big way.

e-Governance in India has steadily evolved from computerization of Government Departments to initiatives that encapsulate the finer points of Governance, such as citizen centricity, service orientation and transparency. Lessons from previous e-Governance initiatives have played an important role in shaping the progressive strategies for the country. The National e-Governance Plan (NeGP), takes a holistic view of e-Governance initiatives across the country, integrating them into a collective vision and a shared cause. Around this idea, a massive countrywide infrastructure reaching down to the remotest of villages is evolving, and large-scale digitization of records is taking place to enable easy and reliable access over the internet. The ultimate objective is to bring public services closer to home of citizens.

Vision statement of NeGP clearly lays down: 

"Make all Government services accessible to the common man in his locality, through common service delivery outlets, and ensure efficiency, transparency, and reliability of such services at affordable costs to realize the basic needs of the common man".

Application of Information Technology (IT) for delivering government services, exchange of information, business transactions, integration of various stand-alone systems and services between government-to-customer (G2C), government-to-business (G2B), government-to-government (G2G) as well as back office processes and interactions within the entire government framework is becoming imperative for economic progress in today's world. Through e-governance, government services will be made available to citizens in a convenient, efficient and transparent manner. The three main target groups that can be distinguished in governance concepts are government, citizens and businesses/interest groups. The benefits of e-governance are as follows: 

1. Speed - Technology makes communication speedier. Internet, Phones, Cell Phones have reduced the time taken in normal communication. 
2. Cost Reduction - Most of the government expenditure is appropriated towards the cost of stationary. Paper-based communication needs lots of stationary, printers, computers, etc. which calls for continuous heavy expenditure. Internet and Phones makes communication cheaper saving valuable money for the government. 
3. Transparency - Use of IT makes governing process transparent. All the information of the Government would be made available on the internet. The citizens can see the information whenever they want to see. But this is only possible when every piece of information of the Government is uploaded on the internet and is available for the public to peruse. 

4. Accountability - Once the governing process is made transparent, the government is automatically made accountable. Accountability is answerability of the government to the people and people to the government. It is the answerability for the deeds of the government, point to point linked to the deeds of the citizens. An accountable government is a responsible government and vice-versa. 

E-Governance involves access to government information and services 24 hours a day, seven days a week, in a way that is focused on the needs of the citizens.

E-Governance relies heavily on the effective use of Internet and other emerging technologies to receive and deliver information and services easily, quickly, efficiently and inexpensively. E-Governance helps simplify processes and makes access to government information easier. The other anticipated benefits of e-governance include efficiency in services, improvement in service delivery, standardization of services, better accessibility of services, and more transparency and accountability. It is convenient and cost?effective for the Government also in terms of data storage and access to the stored data. The government benefits from reduced duplication of work. In addition, the processes of data collection, analysis and audit are simplified, and become less tedious. Another cherished goal of e?governance is greater citizen participation in the governance of the country as information would be accessible to all.

How is e-governance important in the context of India? The answer may be found in the following lines quoted from late Dr. APJ Abdul Kalam, the former President of India, "Delivery of services to citizens is considered a primary function of the government. In a democratic nation of over one billion people like India, e-Governance should enable seamless access to information and seamless flow of information across the state and central government in the federal set up. No country has so far implemented an e-governance system for one billion people. It is a big challenge for us". 

India has since the last decade made rapid strides in the area of Information and Communication Technology (ICT). The growth of e governance in India has coincided with the growth of MSTC as a major player in providing e commerce services, one of the major steps towards achieving full scale e-governance. MSTC being the pioneer in the e-commerce sector has been instrumental in showing the way for adopting e-governance to many pivotal offices of the government of India. MSTC's e-commerce systems include provision of online services, e-administration and e?services together constituting what is generally termed e-government.

Some of the major achievements of e-governance through MSTC e-Commerce platform are : 

- e-auction of Coal Mines---history was created by successfully auctioning 29 and allocating 38(total 67) coal mining blocks to various sector. This is likely to fetch Rs 3.35 lakh crores of revenue to various State Governments in a span of lease periods.
- Global e-Tender cum e-Auction in Multi -Currency of Red Sander Wood valuing Rs 850 crore. It was e auctioned through MSTC e-platform
- e-Auction of Timber in State of Kerala-Introduction of e-Auction for sale of Forest timber & Sandal wood in the State of Kerala was a major step forward in the bringing in transparency in this field as well, increasing revenues for the Government and ensuring equitable distribution of resources for the business as well as for the public for building homes.
- e-Auction of Fly Ash- from Thermal Power Plant has given an impetus in the cement industry which uses 30-40% Fly Ash for cement making. It was a major achievement towards alleviating a major environmental hazard.
- e-Auction for disbursing Gas subsidy for revival of Stranded Gas based Power Plants----Ministry of Power engaged MSTC to conduct these e auction for revival of underutilized & Stranded Gas Based power plants in India.
- e-Procurement services for promoting Transparency & fair practices-to enable CPSUs & State PSUs in line with Government resolve to implement end-to-end e-procurement in the country. Introduction of e- bidding in Defence alone is likely to give savings of thousands of crore in revenue as well as in terms of manpower and time of procurement of general & Ordinance Depot items.

It is hence our endeavor to make a difference in the lives of the people, by bringing in technological advancement through a smart way. We look forward to achieving a utopian world where there is transparency and accountability for the citizens of India.

We in MSTC want to fulfill the vision of our Hon'ble Prime Minister of India Shri Narendra Modi who declared:
" e-Governance is the only way to move from good governance to proactive pro people good governance".

MSTC in its own way though its e commerce system is improving the economy of the country & alleviating poverty. This is being achieved silently by strengthening the Government and making more revenues available for the developmental projects for the poor-- In a way, making a better, transparent and ethical India, every passing day. Thank you, Shantanu, John, Satya, Paul, Sunder, and Venkatesh,
A big thank you!
I am sure this was not pre-arranged. But, here on stage you see a perfect picture of India-U.S. partnership in the digital economy.
Good Evening, everyone!
If there was ever a gathering under one roof that could claim to be shaping the world, it is this. And, I am not talking about those in public office, here or in India! It’s a great pleasure to be here in California. It is one of the last places in the world to see the sun set. But, it is here that new ideas see the first light of the day.
It’s a great honour that you have joined us tonight. I have met many of you in Delhi and New York, and on Facebook, Twitter and Instagram.
These are the new neighborhoods of our new world.
If Facebook were a country, it would be the third most populous one and the most connected.
Google today has made teachers less awe-inspiring and grandparents more idle. Twitter has turned everyone into a reporter. The traffic lights that need to work the best are on CISCO routers.
The status that now matters is not whether you are awake or asleep, but whether you are online or offline. The most fundamental debate for our youth is the choice between Android, iOS or Windows.
From computing to communication, entertainment to education, from printing documents to printing products, and, now to internet of things, it’s been a long journey in a short time.
From cleaner energy to better healthcare and safer transport, everything is converging around the work you do.
In Africa, it’s helping people transfer money on phone. It has made reaching small island states no longer a journey of adventure, but a convenient click of a mouse.
In India, a mother in a distant hill village has a better chance to save her new born infant. A child in a remote village has better access to education.
A small farmer is more confident about his land holding and getting better market price. A fisherman on the sea has a better catch. And, a young professional in San Francisco can Skype daily to comfort her sick grandmother in India.
An initiative by a father in Haryana for “Selfie with daughter” to draw attention to the girl child became an international movement.
All this is because of the work you people are doing. Since my government came to office last year, we have attacked poverty by using the power of networks and mobile phones to launch a new era of empowerment and inclusion: 180 million new bank accounts in a few months; direct transfer of benefits to the poor; funds for the unbanked; insurance within the reach of the poorest; and, pension for the sunset years for all.
By using Space technology and internet, we have been able to identify in the last few months 170 applications that will make governance better and development faster.
When a small craftsman in a village in India brings a smile to a customer looking at his phone on a metro ride in New York; When a heart patient in a remote hospital in Kyrgyz Republic is treated by doctors sitting in Delhi, as I saw in Bishkek, we know we are creating something that has fundamentally changed our lives.
The pace at which people are taking to digital technology defies our stereotypes of age, education, language and income. I like recounting my meeting with a group of unlettered tribal women in a remote part of Gujarat. They were present at a local milk chilling plant I was inaugurating. They were using cell phones to take photographs of the event. I asked them what they would do with the images. The answer was a surprise for me.
They said,they would go back, have the images downloaded on to a computer and take printouts. Yes, they were familiar with the language of our digital world.
And, farmers in Maharashtra State have created a Whatsapp group to share information on farming practices.
Customers, more than creators, are defining the use of a product. The world may be driven by the same ancient impulses. We will continue to see human struggles and successes. We will witness human glory and tragedies.
But, in this digital age, we have an opportunity to transform lives of people in ways that was hard to imagine just a couple of decades ago.
This is what sets us apart from the century that we have just left behind. There may be still some who see the digital economy as the tool of the rich, educated and the privileged. But, ask the taxi driver or the corner vendor in India what he has gained from his cell phone, and the debate gets settled. I see technology as a means to empower and as a tool that bridges the distance between hope and opportunity. Social media is reducing social barriers. It connects people on the strength of human values, not identities.
Today, technology is advancing citizen empowerment and democracy that once drew their strength from Constitutions. Technology is forcing governments to deal with massive volume of data and generate responses, not in 24 hours but in 24 minutes.
When you think of the exponential speed and scale of expansion of social media or a service, you have to believe that it is equally possible to rapidly transform the lives of those who have long stood on the margins of hope. So, friends out of this conviction was born the vision of Digital India.
It is an enterprise for India’s transformation on a scale that is, perhaps, unmatched in human history. Not just to touch the lives of the weakest, farthest and the poorest citizen of India, but change the way our nation will live and work.
For nothing else will do in a country with 800 million youth under the age of 35 years, impatient for change and eager to achieve it.
We will transform governance, making it more transparent, accountable, accessible and participative. I spoke of E-Governance as a foundation of better governance – efficient, economical and effective.
I now speak of M-Governance or mobile governance. That is the way to go in a country with one billion cell phones and use of smart phones growing at high double digit rates. It has the potential to make development a truly inclusive and comprehensive mass movement. It puts governance within everyone’s reach.
After MyGov.in, I have just launched the Narendra Modi Mobile App. They are helping me stay in close touch with people. I learn a great deal from their suggestions and complaints.
We want to free our citizens from the burden of excessive paper documents in every office. We want paperless transactions. We will set up a digital locker for every citizen to store personal documents that can be shared across departments.
We have set up Ebiz portal to make approvals for businesses and citizens easy and efficient so that they concentrate their energy on their goals, not on government processes.
We are using technology to impart scale and speed to development.
Information, education, skills, healthcare, livelihood, financial inclusion, small and village enterprises, opportunities for women, conservation of natural resources, distributed clean energy – entirely new possibilities have emerged to change the development model.
But for all this, we must bridge the digital divide and promote digital literacy in the same way that we seek to ensure general literacy.
We must ensure that technology is accessible, affordable, and adds value.
We want our 1.25 billion citizens to be digitally connected. We already have broadband usage across India go up by 63% last year. We need to accelerate this further.
We have launched an aggressive expansion of the National Optical Fibre Network that will take broadband to our 600,000 villages. We will connect all schools and colleges with broadband. Building I-ways are as important as highways.
We are expanding our public Wi-Fi hotspots. For example, we want to ensure that free Wi Fi is not only there in airport lounges, but also on our railway platforms. Teaming up with Google, we will cover 500 railway stations in a short time.
We are also setting up Common Service Centres in villages and towns. We will also use information technology to build smart cities.
And, we want to turn our villages into smart economic hubs and connect our farmers better to markets and makes them less vulnerable to the whims of weather.
For me, access also means that content should be in local languages. In a country with 22 official languages, it is a formidable, but an important task.
Affordability of products and services is critical for our success. There are many dimensions to this. We will promote manufacture of quality and affordable products in India. That is part of our vision of Make in India, Digital India and Design in India.
As our economy and our lives get more wired, we are also giving the highest importance to data privacy and security, intellectual property rights and cyber security.
And,I know to achieve the vision of Digital India, the government must also start thinking a bit like you.
So, from creating infrastructure to services, from manufacture of products to human resource development, from support governments to enabling citizens and promoting digital literacy, Digital India is a vast cyber world of opportunities for you.
The task is huge; the challenges are many. But, we also know that we will not reach new destinations without taking new roads.
Much of India that we dream of is yet to be built. So, we have the opportunity to shape its path now.
And, we have the talent, enterprise and skills to succeed.
We also have the strength of the partnership between India and the United States.
Indians and Americans have worked together to shape the knowledge economy. They have made us aware of the vast potential of technology.
From large corporate to young professionals in this great centre of innovation, each can be part of the Digital India story.
The sustainable development of one-sixth of humanity will be a major force of good for our world and our planet.
Today, we speak of India-U.S. partnership as a defining partnership of this century. It hinges on two major reasons. Both converge here in California.
We all know that the dynamic Asia Pacific Region will shape the course of this century. And, India and the United States, the world’s two largest democracies, are located at the two ends of this region.
We have the responsibility to shape a future of peace, stability and prosperity in this region.
Our relationship is also defined by the power of youth, technology and innovation. These can ignite a partnership that will advance and sustain prosperity in our two countries.
Even more, in this Digital Age, we can draw on the strength of our values and partnership to shape a better and more sustainable future for the world.

NEW DELHI: Any file which lands up at Jawaharlal Nehru University Vice Chancellor's desk for his approval is now greeted with a stamp which says "kindly send through e-office system", a move aimed at ensuring paperless administration.

To make all its operations paperless, the varsity has computerised everything -- from student registration and faculty recruitment to inter and intra-department communication.



"We have established an e-governance cell to streamline operations and utilise the resources in an optimal way. But there has been some resistance from some departments so we have started using this stamp to put pressure on them who still prefer to use paper," JNU Vice Chancellor Sudhir Kumar Sopory told PTI.

The varsity has roped in Accel Frontline Ltd. of Chennai for software development while Wipro is serving as the technical consultant.

The cell has developed different modules like Manpower Information Management System, Student Information Management System, Financial Information Management System and Library Information Management System. A majority of these modules are at the "User Acceptance Test" stage.

As part of the project, the varsity's computer centre has also developed "JNU Intranet portal" and "JNU private cloud IT infrastructure".

"The objective is to make workflow at JNU more efficient with computerised operations and make accurate data and information available to users.

"This has helped in reducing the time taken for movement of papers and files in regular official work. It is also helpful in contributing to less paper work and better utilisation of manpower resources," Sopory said.
