Railway Minister Shri Suresh Prabhu Launches Three IT Initiatives Developed by CRIS

The Minister of Railways, Shri Suresh Prabhakar Prabhu today launched the following IT initiatives developed by Centre for Railway Information Systems (CRIS) (the IT arm of Ministry of Railways using remote control by organising Video-Conferencing between, Rail Bhawan and New Delhi Station.

1. Paperless Unreserved Ticketing through Mobile Phone between New Delhi – Palwal Section (NR) 

2. Currency Coin cum Card operated Automatic Ticket Vending Machines at New Delhi Railway Station

3. Mobile Application for Freight Operations (PARICHAALAN)

Chairman, Railway Board, Shri A.K. Mital, Shri Kundan Sinha, Member Traffic, Railway Board, Shri Jamshed, Additional Member (IT), Mrs. Vandana Nanda, Managing Director, CRIS, Board Members and senior officials of Railway Board and CRIS were among those present on the occasion in the Rail Bhawan. At New Delhi Station end, Minister of Science and Technology and Earth Sciences Dr. Harsh Vardhan and Member of Parliament (Lok Sabha) Ms. Meenakshi Lekhi, New Delhi constituency.

Speaking on the occasion, the Minister of Railways Shri Suresh Prabhu said that he is happy to launch various new initiatives, especially IT related initiatives, which are directed towards improving passenger and customer services on Indian Railways. The IT applications which have been inaugurated today are an indication that Indian Railways is constantly moving towards e-Governance. As you are aware, in the recent past we have launched a number of such IT initiatives which were also part of my Budget announcements. Hon’ble Prime Minister’s vision of Digital India is also our guiding force in Indian Railways. The Minister said the IT initiatives being undertaken by Indian Railways are in line with the Digital India Programme. He said that the spirit of this programme is to work as broad umbrella for various initiatives undertaken to improve quality of life and create facilities for common people.

Shri Suresh Prabhu said that in April & June we had launched Paperless Unreserved Ticketing System for Chennai and Mumbai suburban sections. Today this has been launched for New Delhi-Palwal section of Northern Railway. This system shall now be proliferated to other important suburban sections of Eastern Railway, South Eastern Railway and South Central Railway shortly.

He said that Introduction of Coin-cum-Currency operated Ticketing Vending Machine is another step forward in ensuring that passengers get their tickets quickly under ‘Operation five minutes’ announced in Railway Budget. These ticket vending machines shall be installed at all the major stations in the country. 450 machines are being procured and installed by CRIS and shall be available at major stations during the next 3 months.

The Railway Minister said that the Freight Monitoring App named ‘Parichaalan’ is another development towards improving operating efficiency through improved Management Information System. This App shall greatly help the senior decision makers of Operating Department to plan freight operations on real time basis. After the initial experiment, this App shall be provided to other operating officers in the field.

Shri Suresh Prabhu said that very soon Monthly Season Ticket (MST) can also be purchased through mobile by the passengers in Mumbai and Chennai suburban Railway network. The Railway Minister also said that even the platform ticket will soon be made available through the mobile phone.

The Minister further stated that in last few months we have also launched many other initiatives including Complaint Management System with mobile application to facilitate obtaining suggestions and complaints from passengers. Many improvements have been brought about in e-ticketing segment especially automatic refund during cancellation of trains, development of Hindi e-ticketing portal and integration of customer services on single portal. SMS Alert System to inform passengers about arrival and departure of trains, all India helpline and Mobile App for woman security have also been launched recently in Mumbai & Kolkata.

Shri Suresh Prabhu said that it is also a matter of pride for us that all these applications are being developed by our own IT organization CRIS in consultation with nodal Directorates of Railway Board. This domain expertise and in-house specialization is unparalleled and these innovations are widely acclaimed to be the best in market.

The Railway Minister also announced that a Memorandum of Understanding will be signed shortly between Railways Department of CRIS and ISRO for using Geospatial Technology and satellite technology for various operations of Railways.

BRIEFS ABOUT VARIOUS IT INITIATIVES:

CASH/SMART CARD OPERATED TICKET VENDING MACHINE (CCOTVM)

Cash/Smart Card operated Ticket Vending machine (CCoTVM) is an unmanned self-operated kiosk which can be used by passengers themselves to buy unreserved tickets through Currency/Coins as well as smart cards. These kiosks have easy graphical interface for ticket transaction so that the user can operate these machines. The kiosk accepts currency/coin of all denominations of Rs 5 and above. The machine does not accept soiled/cut/ glued/taped/colored notes and accepts currency notes of Gandhi series. CCoTVMs will reduce queue length at existing ticket counters by providing an alternate unmanned ticketing solution and mode of payment. CCoTVMs have the following functionalities:-

1) Issue of non-concessional second class journey tickets for non-suburban section and second/first class journey/return tickets for suburban section.

2) Issue of Platform Tickets

3) Renewal of non-concessional season tickets.

4) Recharge of smart cards in denominations of Rs. 20/-, Rs. 50/-, Rs. 100/- and Rs. 500/-.

CCoTVM consists of:

1) Thin Client

2) Thermal Printer

3) Touch screen

4) RFID reader

5) Cash Validator with 15 notes escrow

6) Coin Validator with 10 coins escrow

7) The cash box has the capacity to hold 25,000 notes and 3,000 coins.

The basic difference between Automatic Ticket Vending Machine installed upto now and newly introduced CCoTVM is that ATVM can issue tickets through smart cards while CCoTVM can issue tickets using Cash (notes & coins) and smart cards. It can also be used for recharging these smart cards.

Security of CCoTVM:

The machine has two access doors, both at the front side of the machine and is equipped with mechanical & electronic locks. One door is used for maintenance activity by the service engineer. The second door is for accessing the cash box and is integrated with an alarm system. The alarm will go off whenever the door is opened by any unauthorized person. The machine has a cash box with electro mechanical lock at the bottom. Whenever the authorized supervisor wants to open the cash box to takeout shift cash, he/she will gain access to the machine by using a supervisory smart card. On keeping this smart card on the reader slot and pressing the Indian Railway logo on top right side of the screen, the supervisor's menu will appear on the screen. After entering the password, machine will print the Daily Trains Cash -cum-Summary Book (DTC) for accountal of the collected cash.

PAPERLESS UNRESERVED TICKETING MOBILE APPLICATION

To move forward in line with Digital India, Centre for Railway Information Systems (CRIS) has developed a paperless Unreserved Ticketing feature in Mobile Application “utsonmobile” both for Android and Windows platforms. This will eliminate the need for printing of Unreserved Tickets on ATVMs at the stations. User can download ‘App’ from Google Play Store or Window Store.

The application was rolled out as a pilot project between Chennai Egmore & Tambaram suburban Section of Southern Railway on 22.04.2015 and Churchgate-Dahanu Road suburban section of Western Railway on 08.07.2015. The application has now been implemented on complete suburban area of Chennai & Mumbai Western Railway suburban section which covers 125 stations over 295 kms distance. Presently, about 1600 tickets are being booked daily by the passengers through this application.

The application is now being implemented on the New Delhi-Palwal section of Northern Railway covering 11 stations over 57 kms distance. For paperless ticketing, GPS co-ordinates of railway tracks on the New Delhi-Palwal section, plus 20 meters on either side of the tracks have been earmarked as Geo-Fencing area within which no ticket booking is allowed in order to ensure that passengers have ticket before commencing the journey.

The application provides necessary on-screen alerts to guide the passenger during the booking process. Payment for the ticket is done through the "Railway Wallet” feature in the "App". After booking the ticket, the passenger will get the ticket confirmation screen which contains limited information of the ticket. The paperless journey ticket will be stored in the local mobile application database in the encrypted form which cannot be tampered with. Ticket booked in paperless mode cannot be cancelled in order to prevent claiming of refund after travel.

The ticket has distinct colour scheme everyday and it is embedded with Quick Response (QR) code. It cannot be forwarded to another mobile or edited or printed. The old invalid tickets will be removed from the mobile device through a sync feature in the ‘App’.

For the purpose of ticket checking, the application has various features such as colour scheme, show ticket features, secret code of the day, booking time of the ticket and scrolling of legend “IR UNRESERVED TICKETING”. In case of mobile in disconnected mode, it will be checked through QR Code.


PARICHAALAN, REAL TIME DECISION MAKING IN FREIGHT OPERATIONS

Freight operations on Indian Railways are monitored through various reports generated by FOIS. These MIS reports represent various facets of freight operations like rolling stock holding of wagons and locomotives, interchange of freight trains with neighbouring divisions/zones, loading details, current train running and terminal performance. These reports are tabular in design and are mostly static in nature.

‘Parichaalan’ is a mobile application conceptualized and developed by CRIS to make decision making on freight operations absolutely easy and user friendly. The application is a powerful tool as it not only represents data in a pictorial and graphical manner that is easily comprehensible but also makes the information dynamic and current in nature. Instead of focusing on post-mortems, Parichaalan moves operations management systems to a higher level of real time decision making.

‘Parichaalan’ overcomes all this by:

Providing mapped movement of freight trains- the first time ever on IR.

Providing powerful search tools-removing the need to sift through voluminous tabular data.

Providing effective Decision Support System-focusing on the right parameters

Use of powerful graphical interfaces-for easy comprehension of vital parameters of operations.

Providing an effective planning tool-predictive in nature for planning of movement and loading.

Providing a paperless tool- environment friendly leading to savings of a 1000 trees per annum.

Allowing for mobility of officials- Live updates and decision sharing through the app.

Allowing adequate time for officials- less stressful working environment.

Allowing for instant information retrieval across multiple pages through hyperlinks.

Cost saving in procurement of paper, printing and distribution

This app has the potential to earn carbon credits for IR and also can become a revenue generating tool by providing similar logistics solutions for IR customers like CIL, NTPC, SAIL, TISCO, FCI, Oil Co’s, Ports, etc.

The e-Office Framework: A Way Forward for the Government - Paperless office 



The need for paper is reduced by using online systems, such as replacing index cards with
databases, typed letters and faxes with email, and reference books with e-books. Another way to
reduce paper is to automate paper-based processes that rely on forms, applications and surveys to
capture and share data. This method is referred to as 'Enterprise Forms Automation' and is
typically accomplished by using existing print-perfect documents in electronic format to allow
for pre-filling of existing data, capturing data manually entered online by end-users, providing
secure methods to submit form data to processing systems, and digitally signing the electronic
documents without printing.
Another key aspect of the paperless office philosophy is the conversion of paper documents,
photos, engineering plans, microfiche and all the other paper based systems to digital documents.
Technologies that may be used for this include scanners, digital mail solutions, book copiers,
wide format scanners (for engineering drawings), microfiche scanners, fax to PDF conversion,
online post offices, multifunction printers and document management systems. Each of these
technologies uses software that converts the raster formats (bitmaps) in to other forms depending
on need. Generally, they involve some form of image compression technology that produces
smaller raster images or use Optical Character Recognition (OCR) to convert a document in to
text. A combination of OCR and raster is used to enable search ability while maintaining the
original form of the document. An important step in the paper-to-digital conversion is labeling
and cataloging scanned documents.
An issue faced in taking the paperless philosophy to the limit has been copyright laws. These laws
restrict the transfer of documents protected by copyright from one medium to another, such as
converting books to electronic format.

Promoting e-Governance - Sabka vikas MSTC ke saath

This is a year to reckon with for the Indian sub continent. Since last few years, a large number of initiatives have been undertaken by various State governments and Central Ministries to usher in an era of e-government, which have now actually started taking shape. The initiative had become imperative to bring in transparency & accountability. Sustained efforts have been made at multiple levels to improve the delivery of public services and simplify the process of accessing them. It is a proud moment for us to see e governance touching the lives of people of India in a big way.

e-Governance in India has steadily evolved from computerization of Government Departments to initiatives that encapsulate the finer points of Governance, such as citizen centricity, service orientation and transparency. Lessons from previous e-Governance initiatives have played an important role in shaping the progressive strategies for the country. The National e-Governance Plan (NeGP), takes a holistic view of e-Governance initiatives across the country, integrating them into a collective vision and a shared cause. Around this idea, a massive countrywide infrastructure reaching down to the remotest of villages is evolving, and large-scale digitization of records is taking place to enable easy and reliable access over the internet. The ultimate objective is to bring public services closer to home of citizens.

Vision statement of NeGP clearly lays down: 

"Make all Government services accessible to the common man in his locality, through common service delivery outlets, and ensure efficiency, transparency, and reliability of such services at affordable costs to realize the basic needs of the common man".

Application of Information Technology (IT) for delivering government services, exchange of information, business transactions, integration of various stand-alone systems and services between government-to-customer (G2C), government-to-business (G2B), government-to-government (G2G) as well as back office processes and interactions within the entire government framework is becoming imperative for economic progress in today's world. Through e-governance, government services will be made available to citizens in a convenient, efficient and transparent manner. The three main target groups that can be distinguished in governance concepts are government, citizens and businesses/interest groups. The benefits of e-governance are as follows: 

1. Speed - Technology makes communication speedier. Internet, Phones, Cell Phones have reduced the time taken in normal communication. 
2. Cost Reduction - Most of the government expenditure is appropriated towards the cost of stationary. Paper-based communication needs lots of stationary, printers, computers, etc. which calls for continuous heavy expenditure. Internet and Phones makes communication cheaper saving valuable money for the government. 
3. Transparency - Use of IT makes governing process transparent. All the information of the Government would be made available on the internet. The citizens can see the information whenever they want to see. But this is only possible when every piece of information of the Government is uploaded on the internet and is available for the public to peruse. 

4. Accountability - Once the governing process is made transparent, the government is automatically made accountable. Accountability is answerability of the government to the people and people to the government. It is the answerability for the deeds of the government, point to point linked to the deeds of the citizens. An accountable government is a responsible government and vice-versa. 

E-Governance involves access to government information and services 24 hours a day, seven days a week, in a way that is focused on the needs of the citizens.

E-Governance relies heavily on the effective use of Internet and other emerging technologies to receive and deliver information and services easily, quickly, efficiently and inexpensively. E-Governance helps simplify processes and makes access to government information easier. The other anticipated benefits of e-governance include efficiency in services, improvement in service delivery, standardization of services, better accessibility of services, and more transparency and accountability. It is convenient and cost?effective for the Government also in terms of data storage and access to the stored data. The government benefits from reduced duplication of work. In addition, the processes of data collection, analysis and audit are simplified, and become less tedious. Another cherished goal of e?governance is greater citizen participation in the governance of the country as information would be accessible to all.

How is e-governance important in the context of India? The answer may be found in the following lines quoted from late Dr. APJ Abdul Kalam, the former President of India, "Delivery of services to citizens is considered a primary function of the government. In a democratic nation of over one billion people like India, e-Governance should enable seamless access to information and seamless flow of information across the state and central government in the federal set up. No country has so far implemented an e-governance system for one billion people. It is a big challenge for us". 

India has since the last decade made rapid strides in the area of Information and Communication Technology (ICT). The growth of e governance in India has coincided with the growth of MSTC as a major player in providing e commerce services, one of the major steps towards achieving full scale e-governance. MSTC being the pioneer in the e-commerce sector has been instrumental in showing the way for adopting e-governance to many pivotal offices of the government of India. MSTC's e-commerce systems include provision of online services, e-administration and e?services together constituting what is generally termed e-government.

Some of the major achievements of e-governance through MSTC e-Commerce platform are : 

- e-auction of Coal Mines---history was created by successfully auctioning 29 and allocating 38(total 67) coal mining blocks to various sector. This is likely to fetch Rs 3.35 lakh crores of revenue to various State Governments in a span of lease periods.
- Global e-Tender cum e-Auction in Multi -Currency of Red Sander Wood valuing Rs 850 crore. It was e auctioned through MSTC e-platform
- e-Auction of Timber in State of Kerala-Introduction of e-Auction for sale of Forest timber & Sandal wood in the State of Kerala was a major step forward in the bringing in transparency in this field as well, increasing revenues for the Government and ensuring equitable distribution of resources for the business as well as for the public for building homes.
- e-Auction of Fly Ash- from Thermal Power Plant has given an impetus in the cement industry which uses 30-40% Fly Ash for cement making. It was a major achievement towards alleviating a major environmental hazard.
- e-Auction for disbursing Gas subsidy for revival of Stranded Gas based Power Plants----Ministry of Power engaged MSTC to conduct these e auction for revival of underutilized & Stranded Gas Based power plants in India.
- e-Procurement services for promoting Transparency & fair practices-to enable CPSUs & State PSUs in line with Government resolve to implement end-to-end e-procurement in the country. Introduction of e- bidding in Defence alone is likely to give savings of thousands of crore in revenue as well as in terms of manpower and time of procurement of general & Ordinance Depot items.

It is hence our endeavor to make a difference in the lives of the people, by bringing in technological advancement through a smart way. We look forward to achieving a utopian world where there is transparency and accountability for the citizens of India.

We in MSTC want to fulfill the vision of our Hon'ble Prime Minister of India Shri Narendra Modi who declared:
" e-Governance is the only way to move from good governance to proactive pro people good governance".

MSTC in its own way though its e commerce system is improving the economy of the country & alleviating poverty. This is being achieved silently by strengthening the Government and making more revenues available for the developmental projects for the poor-- In a way, making a better, transparent and ethical India, every passing day. Thank you, Shantanu, John, Satya, Paul, Sunder, and Venkatesh,
A big thank you!
I am sure this was not pre-arranged. But, here on stage you see a perfect picture of India-U.S. partnership in the digital economy.
Good Evening, everyone!
If there was ever a gathering under one roof that could claim to be shaping the world, it is this. And, I am not talking about those in public office, here or in India! It’s a great pleasure to be here in California. It is one of the last places in the world to see the sun set. But, it is here that new ideas see the first light of the day.
It’s a great honour that you have joined us tonight. I have met many of you in Delhi and New York, and on Facebook, Twitter and Instagram.
These are the new neighborhoods of our new world.
If Facebook were a country, it would be the third most populous one and the most connected.
Google today has made teachers less awe-inspiring and grandparents more idle. Twitter has turned everyone into a reporter. The traffic lights that need to work the best are on CISCO routers.
The status that now matters is not whether you are awake or asleep, but whether you are online or offline. The most fundamental debate for our youth is the choice between Android, iOS or Windows.
From computing to communication, entertainment to education, from printing documents to printing products, and, now to internet of things, it’s been a long journey in a short time.
From cleaner energy to better healthcare and safer transport, everything is converging around the work you do.
In Africa, it’s helping people transfer money on phone. It has made reaching small island states no longer a journey of adventure, but a convenient click of a mouse.
In India, a mother in a distant hill village has a better chance to save her new born infant. A child in a remote village has better access to education.
A small farmer is more confident about his land holding and getting better market price. A fisherman on the sea has a better catch. And, a young professional in San Francisco can Skype daily to comfort her sick grandmother in India.
An initiative by a father in Haryana for “Selfie with daughter” to draw attention to the girl child became an international movement.
All this is because of the work you people are doing. Since my government came to office last year, we have attacked poverty by using the power of networks and mobile phones to launch a new era of empowerment and inclusion: 180 million new bank accounts in a few months; direct transfer of benefits to the poor; funds for the unbanked; insurance within the reach of the poorest; and, pension for the sunset years for all.
By using Space technology and internet, we have been able to identify in the last few months 170 applications that will make governance better and development faster.
When a small craftsman in a village in India brings a smile to a customer looking at his phone on a metro ride in New York; When a heart patient in a remote hospital in Kyrgyz Republic is treated by doctors sitting in Delhi, as I saw in Bishkek, we know we are creating something that has fundamentally changed our lives.
The pace at which people are taking to digital technology defies our stereotypes of age, education, language and income. I like recounting my meeting with a group of unlettered tribal women in a remote part of Gujarat. They were present at a local milk chilling plant I was inaugurating. They were using cell phones to take photographs of the event. I asked them what they would do with the images. The answer was a surprise for me.
They said,they would go back, have the images downloaded on to a computer and take printouts. Yes, they were familiar with the language of our digital world.
And, farmers in Maharashtra State have created a Whatsapp group to share information on farming practices.
Customers, more than creators, are defining the use of a product. The world may be driven by the same ancient impulses. We will continue to see human struggles and successes. We will witness human glory and tragedies.
But, in this digital age, we have an opportunity to transform lives of people in ways that was hard to imagine just a couple of decades ago.
This is what sets us apart from the century that we have just left behind. There may be still some who see the digital economy as the tool of the rich, educated and the privileged. But, ask the taxi driver or the corner vendor in India what he has gained from his cell phone, and the debate gets settled. I see technology as a means to empower and as a tool that bridges the distance between hope and opportunity. Social media is reducing social barriers. It connects people on the strength of human values, not identities.
Today, technology is advancing citizen empowerment and democracy that once drew their strength from Constitutions. Technology is forcing governments to deal with massive volume of data and generate responses, not in 24 hours but in 24 minutes.
When you think of the exponential speed and scale of expansion of social media or a service, you have to believe that it is equally possible to rapidly transform the lives of those who have long stood on the margins of hope. So, friends out of this conviction was born the vision of Digital India.
It is an enterprise for India’s transformation on a scale that is, perhaps, unmatched in human history. Not just to touch the lives of the weakest, farthest and the poorest citizen of India, but change the way our nation will live and work.
For nothing else will do in a country with 800 million youth under the age of 35 years, impatient for change and eager to achieve it.
We will transform governance, making it more transparent, accountable, accessible and participative. I spoke of E-Governance as a foundation of better governance – efficient, economical and effective.
I now speak of M-Governance or mobile governance. That is the way to go in a country with one billion cell phones and use of smart phones growing at high double digit rates. It has the potential to make development a truly inclusive and comprehensive mass movement. It puts governance within everyone’s reach.
After MyGov.in, I have just launched the Narendra Modi Mobile App. They are helping me stay in close touch with people. I learn a great deal from their suggestions and complaints.
We want to free our citizens from the burden of excessive paper documents in every office. We want paperless transactions. We will set up a digital locker for every citizen to store personal documents that can be shared across departments.
We have set up Ebiz portal to make approvals for businesses and citizens easy and efficient so that they concentrate their energy on their goals, not on government processes.
We are using technology to impart scale and speed to development.
Information, education, skills, healthcare, livelihood, financial inclusion, small and village enterprises, opportunities for women, conservation of natural resources, distributed clean energy – entirely new possibilities have emerged to change the development model.
But for all this, we must bridge the digital divide and promote digital literacy in the same way that we seek to ensure general literacy.
We must ensure that technology is accessible, affordable, and adds value.
We want our 1.25 billion citizens to be digitally connected. We already have broadband usage across India go up by 63% last year. We need to accelerate this further.
We have launched an aggressive expansion of the National Optical Fibre Network that will take broadband to our 600,000 villages. We will connect all schools and colleges with broadband. Building I-ways are as important as highways.
We are expanding our public Wi-Fi hotspots. For example, we want to ensure that free Wi Fi is not only there in airport lounges, but also on our railway platforms. Teaming up with Google, we will cover 500 railway stations in a short time.
We are also setting up Common Service Centres in villages and towns. We will also use information technology to build smart cities.
And, we want to turn our villages into smart economic hubs and connect our farmers better to markets and makes them less vulnerable to the whims of weather.
For me, access also means that content should be in local languages. In a country with 22 official languages, it is a formidable, but an important task.
Affordability of products and services is critical for our success. There are many dimensions to this. We will promote manufacture of quality and affordable products in India. That is part of our vision of Make in India, Digital India and Design in India.
As our economy and our lives get more wired, we are also giving the highest importance to data privacy and security, intellectual property rights and cyber security.
And,I know to achieve the vision of Digital India, the government must also start thinking a bit like you.
So, from creating infrastructure to services, from manufacture of products to human resource development, from support governments to enabling citizens and promoting digital literacy, Digital India is a vast cyber world of opportunities for you.
The task is huge; the challenges are many. But, we also know that we will not reach new destinations without taking new roads.
Much of India that we dream of is yet to be built. So, we have the opportunity to shape its path now.
And, we have the talent, enterprise and skills to succeed.
We also have the strength of the partnership between India and the United States.
Indians and Americans have worked together to shape the knowledge economy. They have made us aware of the vast potential of technology.
From large corporate to young professionals in this great centre of innovation, each can be part of the Digital India story.
The sustainable development of one-sixth of humanity will be a major force of good for our world and our planet.
Today, we speak of India-U.S. partnership as a defining partnership of this century. It hinges on two major reasons. Both converge here in California.
We all know that the dynamic Asia Pacific Region will shape the course of this century. And, India and the United States, the world’s two largest democracies, are located at the two ends of this region.
We have the responsibility to shape a future of peace, stability and prosperity in this region.
Our relationship is also defined by the power of youth, technology and innovation. These can ignite a partnership that will advance and sustain prosperity in our two countries.
Even more, in this Digital Age, we can draw on the strength of our values and partnership to shape a better and more sustainable future for the world.

NEW DELHI: Any file which lands up at Jawaharlal Nehru University Vice Chancellor's desk for his approval is now greeted with a stamp which says "kindly send through e-office system", a move aimed at ensuring paperless administration.

To make all its operations paperless, the varsity has computerised everything -- from student registration and faculty recruitment to inter and intra-department communication.



"We have established an e-governance cell to streamline operations and utilise the resources in an optimal way. But there has been some resistance from some departments so we have started using this stamp to put pressure on them who still prefer to use paper," JNU Vice Chancellor Sudhir Kumar Sopory told PTI.

The varsity has roped in Accel Frontline Ltd. of Chennai for software development while Wipro is serving as the technical consultant.

The cell has developed different modules like Manpower Information Management System, Student Information Management System, Financial Information Management System and Library Information Management System. A majority of these modules are at the "User Acceptance Test" stage.

As part of the project, the varsity's computer centre has also developed "JNU Intranet portal" and "JNU private cloud IT infrastructure".

"The objective is to make workflow at JNU more efficient with computerised operations and make accurate data and information available to users.

"This has helped in reducing the time taken for movement of papers and files in regular official work. It is also helpful in contributing to less paper work and better utilisation of manpower resources," Sopory said.

The New Delhi government is all set to go "paperless" as the state Cabinet gave its approval on Tuesday to implement the e-office system in every department in what has been claimed would be a first in the country.

According to a senior official, 15 departments are to be covered in the first phase of the plan, which would see Delhi become the first state in the country to totally embrace the e-office concept.
The decision in this regard was taken at a Cabinet meeting on Tuesday chaired by Chief Minister Arvind Kejriwal.

"In the first phase, the project will be implemented in 15 departments of the government. Simultaneously, all other departments and their attached offices will also start necessary preparations for implementation of e-office.

"In the 15 departments, there will be no physical movement of files from December 1 this year," the official said.
Delhi government said that in the current paper-based file system, substantial time is spent in creating, searching and transferring documents and files and there is also the danger of loss of files due to theft/fire, etc.

"There is a lot of paper which is used and a large amount of storage space is required. The physical files are also prone to manipulation," the official also said.

The state government has decided to implement e-office in order to provide transparent, efficient and time-bound services to the public.
"E-offices provides an effective mechanism to work in a paperless environment, monitor the performance of individuals and enable employees to work at their convenience. The Department of Information Technology will be the nodal department for the project. The Delhi government, through the Delhi e-Governance Society, has already procured a combined single-user licence," the government said.

The Cabinet has also permitted the individual departments to procure the required hardware and manpower from National Informatics Centre Services Inc. (NICSI) at empanelled rates based on the gap analysis report for the implementation of the above project, the official added.

Pitching his pet Digital India initiative with the titans of the IT world, Prime Minister Narendra Modi on Sunday promised to make governance more accountable and transparent while assuring data privacy and security.

Speaking before a gathering of Silicon Valley CEOs, Mr. Modi announced plans to create more public Wi-Fi spots including at 500 railway stations across India and an aggressive expansion of the National Optical Fibre Network to take broadband to 600,000 villages.






“As our economy and our lives get more wired, we are also giving the highest importance to data privacy and security, intellectual property rights and cyber security,” he said at a dinner interaction attended among others by Adobe CEO Shantanu Narayan, Microsoft CEO Satya Nadella and Qualcomm executive chairman Paul Jacobs and Google CEO Sunder Pichai.

“We will transform governance, making it more transparent, accountable, accessible and participative,” Mr. Modi said, adding that E-Governance is foundation of better governance — efficient, economical and effective.

In a nation of one billion cell phones, M-Governance or mobile governance has the potential to make development a truly inclusive and comprehensive mass movement. “It puts governance within everyone’s reach,” he said.



Mr. Modi said Digital India was born out of conviction that it was possible to rapidly transform the lives of people on margins and touch the lives of the weakest, farthest and the poorest citizen of India as also change the way our nation will live and work.

“We will connect all schools and colleges with broadband. Building I—ways are as important as highways,” he said.

Setting up of Ebiz portal has made approvals for businesses and citizens easy and efficient, technology is being used to impart scale and speed to development, he said.

Calling for bridging the digital divide and promote digital literacy, Mr. Modi said in the same way that we seek to ensure general literacy, technology must be accessible, affordable and value adding.


Mr. Modi said that by using space technology and internet, 170 applications have been identified that will make governance better and development faster.

“Today, technology is advancing citizen empowerment and democracy that once drew their strength from Constitutions. Technology is forcing governments to deal with massive volume of data and generate responses, not in 24 hours but in 24 minutes,” Mr. Modi said.

To achieve the vision of Digital India, the government must also start thinking a bit like corporate world, he said.

“So, from creating infrastructure to services, from manufacture of products to human resource development, from support governments to enabling citizens and promoting digital literacy, Digital India is a vast cyber world of opportunities for you,” he said.

Stating that access means content being made available in local languages, he said that affordability of products and services is critical for success.

“Since my government came to office last year, we have attacked poverty by using the power of networks and mobile phones to launch a new era of empowerment and inclusion: 180 million new bank accounts in a few months; direct transfer of benefits to the poor; funds for the unbanked; insurance within the reach of the poorest; and, pension for the sunset years for all,” he said.

Stating that Facebook, Twitter and Instagram are the neighborhoods of the new world, he said if Facebook were a country, it would be the third most populous one and the most connected.

“Google today has made teachers less awe-inspiring and grandparents more idle. Twitter has turned everyone into a reporter. The traffic lights that need to work the best are on CISCO routers,” he said.

Technology is helping a mother in a distant hill village save her new born infant and giving a child in a remote village better access to education, he added.

A small farmer is more confident about his land holding and getting better market price. A fisherman on the sea has a better catch. And, a young professional in San Francisco can Skype daily to comfort her sick grandmother in India, Mr. Modi added.

A senior official in the Department of Personnel and Training (DoPT) involved in the programme believes that conventional colonial administrative structure, not geared up to maintain, store and retrieve information electronically was the main reason for the project failing to take-off.




Prime Minister Narendra Modi's one-week trip to the United States which was focused to seek a digital seat for India, has soared hopes within the government as well as in the IT industry. They now foresee a holistic focus and 'ache din'' for e-governance, which has so far failed to take-off, despite spending hefty sums on training of babus. Modi during his interactions at the Silicon Valley reiterated the need for electronic governance to accentuate prospects of developments.

Despite the concept of e-governance being launched in mid-90s, the paperless governance in India is still a mirage. 

Government sources here said after spending a sum of Rs 313 crore on imparting training on e-governance skills to officers over past eight years, the results have been scanty and even an internal survey had suggested that 75% of these trained babus were still not atoned to electronic governance skills.


A senior official in the Department of Personnel and Training (DoPT) involved in the programme believes that conventional colonial administrative structure, not geared up to maintain, store and retrieve information electronically was the main reason for the project failing to take-off. To make an average district paperless, 2,300 subjects running into some 25,000 files with few lakh pages need to be classified and converted into electronic documents. But, more than than, officials as well as IT experts say, the mindset of middle level babus, who are designed to keep information and public at an arms'length, was the main enemy of electronic governance.

Lack of personnel with appropriate skills is also key challenge while implementing e-governance projects. At present computers in government offices are largely used as word processors, undermining their purpose for data mining and supporting management decession. Vikas Kanungo, an e-governance consultant had found that in government offices time gap between the procurement of the hardware and development of the custom application was so large that by the time application is ready, the hardware becomes obsolete.

A few years ago, the government has approved a Rs.450 core programme for training 20,000 officials on technology and management skills by 2017, required for e-governance rollout.

The framework has defined 19 roles to take into account competencies related to professional skill set, knowledge, behaviour and training and certification. Though, it was approved in 2008, but after several extensions, the first phase ended only in January 2015 with limited success. The first phase had two major components. The recruitment of IT and management professionals from the market and their deputation to different states and the training programme for senior (joint secretary level and above), mid (director level) and junior (section officer, deputy secretary rank) officials.

Though workshops for officers were conducted in 2010, many of them told dna , that the training didn't cater to the actual expertise required for their work. Also they complained that they never had a platform where they could find answer to their queries. Whileas 60 per cent of joint secretary-level trained officials were working on e-governance projects, the percentage comes down to 50 per cent in case of mid-level or director level officials and goes further down to 30 per cent in case of junior officials.

Officials at the DopT, however, take a solace that a paper-less office was possible, pointing out towards Sindhudurg district headquarters in Maharashtra, which has become India's first e-Office .

But, they add that it was possible because 86.54 per cent of Sindhudurg's total 8.5 lakh population was literate and helped in rolling out the project faster.

The arm of e-governance National Informatics Centre (NIC) currently manages over 7,000 websites of various department and agencies of central and state governments, and some 20 lakh email accounts. Government sources say, while the agency provides IT solutions and support to ministries and departments, it has failed to catch up with mobile based technologies. Officials at the NIC said that in 2011 they had asked for recruitment of atleast 355 experts for the cyber security team. They also now pin hopes that Modi's digital India programme will bring some cheers to their organisation. Such is deficienty in the staff, that they don't have a single person to look after the certifying authority work, leave alone creating an anti-hacking crack force.

Bihar State Building Construction Corp is working to move its key systems from e-mode to m-mode


With the continued rise of smartphones and accelerated growth in data usage, the government departments, corporations and PSUs are overhauling their traditional strategy of using technology for better governance. Now they are moving beyond e-governance and gradual adoption of mobile platform is becoming a priority task. Recently, the Bihar State Building Construction Corporation (BSBCCL), a government of Bihar enterprise that works in the area of constructing government buildings and their maintenance, in the line of Central government’s National Buildings Construction Corporation (NBCC), has come up with a mobile monitoring system to ensure transparency and accountability in the execution of the projects and its operations.

Basically, the mobile monitoring system of BSBCCL is a Window-based application that has been created with the help of Vodafone. The application provides current status of employees and projects, and helps in monitoring each and every scheme with respect to the fund allotment, work status, expenditure, contractor assignment and work details.

Over the years, BSBCCL has been able to strengthen its IT infrastructure with the introduction of technology in its core operational strategy. Today, the corporation has well established systems for e-monitoring, e-procurement, project management, financial accounting, e-leave management and security of the network and the devices.  “Our e-governance systems are in place, now the focus is to take it to the mobile platform and use it for the benefit of the people and the organisation,” Ganga Kumar, managing director, BSBCCL told FE.


It is important to note that the mandate of BSBCCL is to construct big and prestigious buildings, their maintenance, administer townships and other constructions which the state government may assign. It is presently building Kishanganj Agriculture University and in the past has successfully built some of the signature buildings of the state such as the statue of Mahatma Gandhi in Gandhi Maidan, Adhiveshan Bhawan, Ghulam Sarwar Memorial Hall, and Loknayak Jayaprakash Institute of Technology.


ICT implementation has been at the fore-front of BSBCCL’s core strategy for efficient management of its operations and work.

“We want to create a paperless environment that is why the use of ICT has been at the forefront,” said Kumar.


Also, for ensuring smooth and corruption free tendering, BSBCCL has automated the process of tendering with the help of e-tendering solution. Now, the contractors need not to come to BSBCCL office.


Everything is on the website and same is being now provided on mobile.


Currently, BSBCCL is working to set up a new IT infrastructure for e-office  for paperless activity, e-library for saving and viewing files online, online examination form registration for jobs, and online HR management system.
According to Kumar, in all these initiatives m-governance will be the key and more than anything else, going forward BSBCCL would create a self-sustainable model for m-governance.

केंद्र सरकार द्वारा 1 जुलाई को शुरू किए गए डिजिटल इंडिया प्रोग्राम का अहम हिस्सा एजुकेशन है। पंचायत स्तर तक इंटरनेट सेवाएं और ग्रामीण क्षेत्रों में डिजिटल एजुकेशन की शुरुआत से सभी तबके के युवाओं के लिए शिक्षा सुलभ होगी। साथ ही, देश के एजुकेशन सिस्टम शिक्षकों की कमी और गुणवत्तापूर्ण शिक्षा की समस्या आदि से भी निबटने में भी सहूलियत होगी।
प्रोग्राम के अलग-अलग कंपोनेंट से अगले दस वर्षों में 18 लाख नई नौकरियां पैदा होने का भी अनुमान है। यानी सही तरीके से लागू किया जाए तो डिजिटल इंडिया युवाओं को स्तरीय शिक्षा से लेकर रोजगार दिलाने तक में मददगार हो सकता है। लेकिन इसमें कई मुश्किलें भी हैं।


दुनिया से पीछे वर्ष 1947 में आजादी मिलने के बाद से शिक्षा क्षेत्र में भारत ने काफी प्रगति की है, लेकिन शिक्षा की गुणवत्ता का स्तर अब भी काफी कमजोर है। केवल 10 फीसदी छात्र ही उच्च शिक्षण संस्थानों में पढ़ते हैं।
कम साक्षरता: आजादी के समय देश की केवल 12 फीसदी आबादी साक्षर थी जो 2011 में 74 फीसदी हो गई, लेकिन 84 फीसदी के वैश्विक औसत से भारत अब भी काफी पीछे है।
एनरॉलमेंट और ड्रॉपआउट : सर्वशिक्षा अभियान जैसे समूह को लक्ष्य कर बनाई गई योजनाओं से प्राइमरी स्तर पर एनरॉलमेंट रेशो सौ फीसदी के करीब पहुंच चुका है, लेकिन ड्रॉपआउट रेट ज्यादा होने के चलते 57 फीसदी छात्र ही प्राइमरी एजुकेशन और 10 फीसदी सेकंडरी एजुकेशन पूरी करते हैं। उच्च शिक्षा में एनरॉलमेंट पिछले 40 वर्षों में 12 गुना बढ़ा है, लेकिन बाकी दुनिया से भारत काफी पीछे है।
युवा आबादी: देश की 60 करोड़ से ज्यादा आबादी युवा है और वर्ष 2020 तक चीन को पीछे छोड़ भारत दुनिया में सबसे ज्यादा युवा आबादी वाला देश बन जाएगा, जबकि 2030 तक 59 करोड़ आबादी शहरों में रहने लगेगी। इससे शिक्षण संस्थानों की मांग बढ़ेगी, लेकिन मौजूदा इंफ्रास्ट्रक्चर के आधार पर इसे पूरा करना असंभव है।
पुराने लर्निंग टूल्स: देश में शिक्षा के हर स्तर पर लर्निंग के पुराने पैटर्न और टूल्स इस्तेमाल हो रहे हैं। तकनीक के इस्तेमाल में हम काफी पीछे हैं। इसके चलते परंपरागत शिक्षा को वोकेशनल एजुकेशन से जोड़ना मुश्किल हो रहा है।
फायदा:
आसान और सस्ती होगी शिक्षा डिजिटल एजुकेशन की मदद से छात्र घर बैठे अपने मनपसंद संस्थान से कोर्स कर सकते हैं और उन्हें सर्वश्रेष्ठ शिक्षकों का मार्गदर्शन भी मिल सकेगा। उन्हें इसके लिए पैसे भी कम खर्च करने होंगे। 
सर्वसुलभ होगी शिक्षा: तमाम कोशिशों के बावजूद देश में 3.3 फीसदी बच्चे प्राइमरी स्कूलों से बाहर हैं। वहीं नेशनल काउंसिल ऑफ अप्लायड इकोनॉमिक रिसर्च के अनुसार देश की 10 फीसदी युवा आबादी की पहुंच ही उच्च शिक्षण संस्थानों तक है। विकास की मौजूदा रफ्तार बनी रहे तो वर्ष 2020 तक 10 करोड़ छात्र उच्च शिक्षण संस्थानों से बाहर होंगे।
क्वालिटी एजुकेशन: इंफ्रास्ट्रक्चर की कमी और अन्य समस्याओं के चलते शिक्षा की गुणवत्ता पर असर पड़ता है और छात्रों के लर्निंग के स्तर में लगातार गिरावट आ रही है। 7 साल की उम्र के 50 फीसदी बच्चे शब्द नहीं पहचानते जबकि 14 साल तक की उम्र के करीब इतने ही बच्चे गणित के सामान्य सवाल भी हल नहीं कर सकते।
जॉब के लिए ज्यादा तैयार: देश में हर साल करीब 15 लाख इंजीनियर और 3.5 लाख मैनेजमेंट ग्रेजुएट तैयार होते हैं, लेकिन एंप्लॉयमेंट-आेरियंटेड शिक्षा के अभाव में 25 फीसदी छात्र ही नौकरी के लायक होते हैं। सामान्य ग्रेजुएट्स के मामले में यह आंकड़ा केवल 15 फीसदी है। डिजिटल माध्यम के जरिये वोकेशनल ट्रेनिंग का विस्तार कर छात्रों को नौकरी के लिए बेहतर तैयार किया जा सकता है।
शिक्षकों की कमी से निजात: देशभर के करीब 14 लाख स्कूलों में शिक्षकों के नौ लाख से ज्यादा पद खाली हैं। उच्च शिक्षण संस्थानों में हालात और भी खराब हैं। केंद्रीय विश्वविद्यालयों में 38 फीसदी, आईआईएम संस्थानों में 25 फीसदी और आईआईटीज़ में 39 फीसदी शिक्षक कम हैं।
इंटरनेट की पहुंच: इंटरनेट का इस्तेमाल करने वाले उपभोक्ताओं की संख्या के आधार पर भारत का दुनिया में चीन और अमेरिका के बाद तीसरा स्थान है, लेकिन 2014 के अंत तक देश की केवल 19.19 फीसदी आबादी ही इंटरनेट से जुड़ी थी।
स्पीड: इंटरनेट की स्पीड भी एक बड़ा मुद्दा है। टेलीकॉम कंपनियों के पास स्पेक्ट्रम की कमी के कारण वॉयस कॉलिंग में समस्याएं आती हैं, ऐसे हालत में डाटा ट्रांसफर के लिए 5 एमबीपीएस का वैश्विक औसत हासिल करना भी अभी दूर की कौड़ी है। अमेरिका में तो ब्रॉडबैंड के लिए 25 एमबीपीएस स्पीड अनिवार्य करने की मांग हो रही है।
रूरल- अर्बन डिवाइड: शिक्षा व्यवस्था में बदलाव की ज्यादा जरूरत ग्रामीण क्षेत्रों में है, लेकिन गांवों में डिजिटल इंफ्रास्ट्रक्चर शहरों के मुकाबले काफी कमजोर है। यही कारण है कि देश में इंटरनेट का उपयोग करने वाली गरीब 23 फीसदी आबादी ही ग्रामीण क्षेत्रों से है। देशभर में आधारभूत संरचनाओं के समान विकास से ही इस फर्क को कम किया जा सकता है।
समस्याएं: इंटरनेट की पहुंच और स्पीड हैं बड़े मुद्दे डिजिटल इंडिया के तहत वर्ष 2020 तक देशभर में 60 करोड़ ब्रॉडबैंड कनेक्शन और ग्रामीण क्षेत्रों में 100 फीसदी टेली डेंसिटी का लक्ष्य निर्धारित किया गया है। यह देश की शिक्षा व्यवस्था को बेहतर बनाने में महत्वपूर्ण भूमिका निभा सकता है, लेकिन इसमें कई चुनौतियां भी हैं।
एजुकेशन इन इंडिया: फैक्ट्स एंडफिगर्स 5.9 ट्रिलियन रुपए की हो जाएगी देश की एजुकेशन इंडस्ट्री 2015 के अंत तक। 14 लाख से ज्यादा स्कूल और करीब 35 हजार उच्च शिक्षण संस्थान हैं देश में। 30 फीसदी एनरॉलमेंट रेशो का लक्ष्य निर्धारित किया गया है उच्च शिक्षा संस्थानों में 2020 तक।

STPI firms in Digital India initiative

Software Technology Parks of India (STPI), as a part of the Centre’s Digital India initiative, has said that 140 STPI member companies across Bengaluru, Mysuru, Mangaluru and Hubballi have confirmed participation. As a part of this, companies will inform, educate and engage with employees and other stakeholders around citizen empowerment, STPI officials said. Officials said that companies are deliberating ways in which existing services can be expanded as well as ways of popularising new services.

Broadband Highways

  • This covers three sub components, namely Broadband for All Rural, Broadband for All Urban and National Information Infrastructure.
  • Under Broadband for All Rural, 250 thousand village Panchayats would be covered by December, 2016. DoT will be the Nodal Department and the project cost is estimated to be approximately Rs. 32,000 Cr.
  • Under Broadband for All Urban, Virtual Network Operators would be leveraged for service delivery and communication infrastructure in new urban development and buildings would be mandated.
  • National Information Infrastructure would integrate the networks like SWAN, NKN and NOFN along with cloud enabled National and State Data Centres. It will also have provision for horizontal connectivity to 100, 50, 20 and 5 government offices/ service outlets at state, district, block and panchayat levels respectively. DeitY will be the nodal department and the project cost is estimated to be around Rs 15,686 Cr for implementation in 2 years and maintenance & support for 5 years.

Universal Access to Mobile Connectivity

  • The initiative is to focus on network penetration and fill the gaps in connectivity in the country.
  • All together 42,300 uncovered villages will be covered for providing universal mobile connectivity in the country.
  • DoT will be the nodal department and project cost will be around Rs 16,000 Cr during FY 2014-18.

Public Internet Access Programme

  • The two sub components of Public Internet Access Programme are Common Service Centres and Post Offices as multi-service centres.
  • Common Service Centres would be strengthened and its number would be increased from approximately 135,000 operational at present to 250,000 i.e. one CSC in each Gram Panchayat. CSCs would be made viable, multi-functional end-points for delivery of government and business services. DeitY would be the nodal department to implement the scheme.
  • A total of 150,000 Post Offices are proposed to be converted into multi service centres. Department of Posts would be the nodal department to implement this scheme.

e-Governance: Reforming Government through Technology

Government Business Process Re-engineering using IT to improve transactions is the most critical for transformation across government and therefore needs to be implemented by all ministries/ departments.
The guiding principles for reforming government through technology are:
  • Form simplification and field reduction – Forms should be made simple and user friendly and only minimum and necessary information should be collected.
  • Online applications, tracking of their status and interface between departments should be provided.
  • Use of online repositories e.g. school certificates, voter ID cards, etc. should be mandated so that citizens are not required to submit these documents in physical form.
  • Integration of services and platforms, e.g. UIDAI, Payment Gateway, Mobile Platform, Electronic Data Interchange (EDI) etc. should be mandated to facilitate integrated and interoperable service delivery to citizens and businesses.
Electronic Databases – all databases and information should be electronic and not manual.
Workflow Automation Inside Government – The workflow inside government departments and agencies should be automated to enable efficient government processes and also to allow visibility of these processes to the citizens.
Public Grievance Redressal - IT should be used to automate, respond and analyze data to identify and resolve persistent problems. These would be largely process improvements.

e-Kranti - Electronic Delivery of Services

There are 31 Mission Mode Projects under different stages of e-governance project lifecycle. Further, 10 new MMPs have been added to e-Kranti by the Apex Committee on National e-Governance Plan (NeGP) headed by the Cabinet Secretary in its meeting held on 18th March 2014.
Technology for Education – e-Education
  • All Schools will be connected with broadband.  Free wifi will be provided in all secondary and higher secondary schools (coverage would be around 250,000 schools). A programme on digital literacy would be taken up at the national level. MOOCs –Massive Online Open Courses shall be developed and leveraged for e-Education.
Technology for Health – e-Healthcare
  • E-Healthcare would cover online medical consultation, online medical records, online medicine supply, pan-India exchange for patient information. Pilots shall be undertaken in 2015 and full coverage would be provided in 3 years.
Technology for Farmers
  • This would facilitate farmers to get real time price information, online ordering of inputs and online cash, loan and relief payment with mobile banking.
Technology for Security
  • Mobile based emergency services and disaster related services would be provided to citizens on real time basis so as to take precautionary measures well in time and minimize loss of lives and properties.
Technology for Financial Inclusion
  • Financial Inclusion shall be strengthened using Mobile Banking, Micro-ATM program and CSCs/ Post Offices.
Technology for Justice
  • Interoperable Criminal Justice System shall be strengthened by leveraging e-Courts, e-Police, e-Jails and e-Prosecution.
Technology for Planning
  • National GIS Mission Mode Project would be implemented to facilitate GIS based decision making for project planning, conceptualization, design and development.
Technology for Cyber Security
  • National Cyber Security Co-ordination Center would be set up to ensure safe and secure cyber-space within the country.

Information for All

  • Open Data platform and online hosting of information & documents would facilitate open and easy access to information for citizens.
  • Government shall pro-actively engage through social media and web based platforms to inform citizens.MyGov.in has already been launched as a medium to exchange ideas/ suggestions with Government. It will facilitate 2-way communication between citizens and government.
  • Online messaging to citizens on special occasions/programs would be facilitated through emails and SMSes.
  • The above would largely utilise existing infrastructure and would need limited additional resources.

Electronics Manufacturing

Target NET ZERO Imports is a striking demonstration of intent.
This ambitious goal requires coordinated action on many fronts
  • Taxation, incentives
  • Economies of scale, eliminate cost disadvantages
  • Focus areas – Big Ticket Items FABS, Fab-less design, Set top boxes, VSATs, Mobiles, Consumer & Medical Electronics, Smart Energy meters, Smart cards, micro-ATMs
  • Incubators, clusters
  • Skill development
  • Government procurement
There are many ongoing programs which will be fine-tuned.
Existing structures are inadequate to handle this goal and need strengthening.

IT for Jobs

  • 1 Cr students from smaller towns & villages will be trained for IT sector jobs over     5 years. DeitY would be the nodal department for this scheme.
  • BPOs would be set up in every north-eastern state to facilitate ICT enabled growth in these states. DeitY would be the nodal department for this scheme.
  • 3 lakh service delivery agents would be trained as part of skill development to run viable businesses delivering IT services. DeitY would be the nodal department for this scheme.
  • 5 lakh rural workforce would be trained by the Telecom Service Providers (TSPs) to cater to their own needs. Department of Telecom (DoT) would be the nodal department for this scheme.

Early Harvest Programmes

IT Platform for Messages
  • A Mass Messaging Application has been developed by DeitY that will cover elected representatives and all Government employees. 1.36 Cr mobiles and 22 Lakh emails are part of the database.
Government Greetings to be e-Greetings
  • Basket of e-Greetings templates have been made available. Crowd sourcing of          e-Greetings through MyGov platform has been ensured. E-Greetings portal has been made live on 14th  August 2014.
Biometric attendance
  • It will cover all Central Govt. Offices in Delhi and is already operational in DeitY and has been initiated in the Department of Urban Development. On-boarding has also started in other departments.
Wi-Fi in All Universities
  • All universities on the National Knowledge Network (NKN) shall be covered under this scheme. Ministry of HRD is the nodal ministry for implementing this scheme.
Secure Email within Government
  • Email would be the primary mode of communication.
  • Phase-I upgradation for 10 lakh employees has been completed. In Phase II, infrastructure would be further upgraded to cover 50 lakh employees by March 2015 at a cost of Rs 98 Cr. DeitY is the nodal department for this scheme.
Standardize Government Email Design
  • Standardised templates for Government email are under preparation and would be ready by October 2014. This would be implemented by DeitY.
Public Wi-fi hotspots
  • Cities with population of over 1 million and tourist centres would be provided with public wi-fi hotspots to promote digital cities. The scheme would be implemented by DoT and MoUD.
School Books to be eBooks
  • All books shall be converted into eBooks. Min. of HRD/ DeitY would be the nodal agencies for this scheme.
SMS based weather information, disaster alerts
  • SMS based weather information and disaster alerts would be provided. DeitY’s Mobile Seva Platform is already ready and available for this purpose. MoES (IMD) / MHA (NDMA) would be the nodal organizations for implementing this scheme.
National Portal for Lost & Found children

  • This would facilitate real time information gathering and sharing on the lost and found children and would go a long way to check crime and improve timely response.
  • DeitY/ DoWCD would be the nodal departments for this project.
